Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />Engeo is the firm that the City selected initially for the monitoring of the three Geologic <br />Hazard Abatement Districts (GHAD's): Oak Tree Farm, Moller Ranch, Laurel Creek <br />Estates. More recently the City created a fourth GHAD, Lemoine Ranch Estates, and annexed <br />additional developments into the Laurel Creek Estates GHAD. All the GHAD's are located on <br />the west side of Foothill Road and are in areas that require annual monitoring of geologic <br />features. <br /> <br />Engeo has become the local firm in the Bay Area with the expertise in the field of GHAD's. <br />Staff has been very pleased with their monitoring work. Consequently, Staff is recommending <br />that we continue to use Engeo Incorporated for the annual monitoring of the City's GHAD's. <br /> <br />ENGEO CONTRACT <br /> <br />Engeo will provide site reconnaissance twice a year to meet the monitoring requirement of the <br />GHADs. Site visits and subsequent summary reports will be completed before and after the <br />winter rainy season of each year, or within 48 hours after a significant rain event (2 inches <br />within a 24 hour period). <br /> <br />Engeo has proposed to provide these services as follows: <br /> <br /> The Oak Tree Farm, and Moiler Ranch Districts will be invoiced on a time and materials basis <br /> at a cost not to exceed $3,800 annually, or $1,900 per site investigation. Additional <br /> inspections, i.e. after a significant rain event, will be invoiced at a fixed rate of $1,700 per <br /> inspection. <br /> <br /> The Laurel Creek District (including Oak Hill Estates) will be invoiced on a time and <br /> materials basis at a cost not to exceed $4,000 annually, or $2,000 per site investigation. <br /> Additional inspections, i.e. after a significant rain event, will be invoiced at a fixed rate of <br /> $1,700 per inspection. Once the public improvements are accepted for Tract 6951 (Kolb <br /> Ranch), the annual fee for the Laurel Creek District will increase to $2,400 per site visit. The <br /> rate for additional inspections will remain the same. <br /> <br /> The Lemoine Ranch District will be invoiced on a time and materials basis at a cost not to <br /> exceed $1,800 annually, or $900 per site investigation.
