PLANNING COMMISSION CITY OF PLEASANTON

ALAMEDA COUNTY, CALIFORNIA

RESOLUTION NO. PC-94-54

RESOLUTION APPROVING A CONDITIONAL USE PERMIT TO CONTINUE
OPERATION OF THE INTERSTATE NUCLEAR SERVICES USE, AS FILED
UNDER CASE UP-94-60

WHEREAS, Interstate Nuclear Services, Corporation has applied for
a conditional use permit to continue operation of the
Interstate Nuclear Services use, a nuclear laundry
facility located at 65 Ray Street; and

WHEREAS, zoning for the property is C-S (Service Commercial)
District; and

WHEREAS, at their duly noticed public hearing of September 28,
1994, the Planning commission considered all public
testimony, relevant exhibits and recommendations of the
city staff concerning this application; and

WHEREAS, the Planning commission made the following findings:

A. The proposed location of the conditional use is in
accordance with the objectives of the zoning
ordinance and the purpose of the district in which
the site is located.

Some of the objectives of the zoning ordinance are
to: foster a harmonious, convenient, workable
relationship among land uses, protect existing land
uses from inharmonious influences and harmful
intrusions, and to insure that pUblic and private
lands ultimately are used for the purposes which
are most appropriate and beneficial to the City as
a whole. In addition, the subject site is located
within a service commercial zoning district. The
purpose of the service commercial district is to
provide locations for uses that normally require
relati vely large si tes with off-street parking,
attract little or no pedestrian traffic, and have
features that are incompatible with other
commercial districts.

As an on-going activity, the subject radioactive
materials use is inconsistent with the objectives
of the zoning ordinance and purposes of the C-S
District and, therefore, the Municipal Code should
be amended to prohibit future radioactive materials
uses in the C-S District (as previously directed by
the city Council). Furthermore, the City should
determine a proper amortization period to remove

.

"
