<br />EXHIBIT" A" <br />GPA-94-01 - TEXT CLARIf1CATION <br /> <br />Implementation of Circulation Element Outside Downtown Area <br /> <br />The Circulation Element provides for a roadway network at full build-out under the General <br />Plan which accommodates meeting LOS standards of the Circulation Element for the traffic <br />volumes generated by development as shown on the Land Use Element at build-out. The <br />Circulation Element contemplates that roadway improvements, traffic management <br />improvements, and TSM measures forming the roadway network will be implemented in <br />phases, as residential and commercial development contemplated by the General Plan occurs <br />and creates the demand for the roadway network. The Circulation Element policies specify <br />that the roadway network be sufficient at each stage of City build-out to meet LOS standards. <br />Thus, as development occurs, roadway improvements, traffic management improvements and <br />TSM measures are implemented as necessary to maintain Pleasanton's LOS D standard for <br />traffic volume on the roadway network. Through this incremental installation of the roadway <br />network, Pleasanton will achieve the LOS D standard at full build-out under the General Plan <br />as contemplated by the Circulation Element. <br /> <br />In order to ensure an adequate roadway network is present at each stage as Pleasanton <br />develops, Pleasanton will require a site-specific traffic study for any major development <br />which Pleasanton determines could have the potential to generate traffic which could exceed <br />LOS D. A major development may encompass a number of future discrete projects, such as <br />phased development or a development project consisting of a number of subsequent, <br />individual projects proposed to be governed by a development agreement. Implementation of <br />the Circulation Element policies/programs is aimed at ensuring adequate capacity for each <br />major development as it builds out to ensure that mitigation measures as necessary are <br />established for a major development, including phased major developments, while the City <br />retains discretionary approval authority over the major development. Traffic studies may be <br />required either early or late (or both) in the approval process as may be necessary to allow <br />the City to attach appropriate mitigation requirements, including development delay or <br />disapproval if the traffic capacity standard cannot be met. <br /> <br />Each site-specific traffic study will analyze existing traffic conditions (based on the annual <br />traffic counts performed under the Circulation Element as discussed above), plus traffic to be <br />generated by development projects approved but not yet built, plus traffic projected to be <br />generated by the major development. From each site-specific traffic study, Pleasanton will <br />develop appropriate mitigation measures identifying appropriate roadway improvements, <br />traffic management improvements, and TSM programs that the developer of the major <br />development must implement in order to maintain Pleasanton's LOS D standard. These <br />mitigation measures will then be implemented through appropriate conditions of approval of <br />the major development. <br /> <br />f I <br />
