CONCLUSION <br /> <br />The preceding background on approach to neighborhood and community planning is intended to reinfome the <br />principles, policies and guidelines that were implemented in the Bernal Property Phase 1 Specific Plan. The <br />existing neighborhoods were built at a scale and with a mix of land uses that encourages pedestrian circulation <br />and ultimately, more social interaction. Inference is made in the Phase I Specific Plan to complete the task of <br />planning the public facilities, parks and open space in Phase II by applying neo-traditional (New Urbanism) <br />concepts that specifically address the design of parks, open space, agriculture and civic uses. <br /> <br />Park use in the 21st Century is about redefining the shared cultural experience, not only as a shopping event or a <br />festival event, but as connecting events: community service, environmental education, mentoring by sharing the <br />wisdom of the aged community, and sustainability. The Design Team feels that public spaces should be created <br />within which personal and social renewal predominates. The Bernal Property might provide citizens of all ages <br />with a lifetime of opportunities to restore nature and develop deep relationships to each other and the natural <br />world.
