The planning vision for the Phase 1I Plan Area is that it become a 'jewel' of Pleasanton, reflecting <br />the heritage of the Valley. It is to serve as a focal point, a town gathering place, and a family <br />place for all ages. <br /> <br />The overall visual image is one of an open space, park-like setting with public and quasi-public <br />uses and facilities carefully integrated within it. The unifying landscape character is to be one of <br />substantial open space (agriculture at first, then tending more toward wooded areas and <br />meadows in later years). <br /> <br />Any facilities to be incorporated into the Phase II Plan Area are to be high quality and easily <br />accessible, providing flexibility that will meet the ever-changing community needs and values. <br />Any buildings, structures, and open areas are to blend together into one visually appealing <br />design. Land uses and activities are to complement surrounding uses. <br /> <br />Planning for the site is to be environmentally and fiscally responsible. The preservation of open <br />space and enhancement of this property is to be this generation's gift to future generations. <br /> <br />Draft Specific Plan O~ectives <br /> <br />The Draft Phase II Specific Plan objectives were also prepared by the Task Force and used in the Design <br />Competition. They include the following: <br /> <br />Land Use <br /> <br />1. To create an open space, park-like setting with potential public and quasi-public uses to be carefully <br />integrated within it. <br /> <br />2. To permanently retain the 318-acre Plan Area under City ownership for use and enjoyment by the present <br />and futura generations of the community. <br /> <br />3. To establish a creative and cohesive pattern of land uses that maximize the flexibility and sharing of <br />facilities and minimize negative impacts on adjacent land uses. <br /> <br />4. To reflect the heritage of the Valley with high quality facilities that complement one another. <br /> <br />5. To protect the scenic views to the Pleasanton Ridge, Mt. Diablo, Southeast Hills, and the Knoll from within <br />the Plan Area and across the Bernal Property from 1-680 and Bernal Avenue. <br /> <br />Transportation <br /> <br />1. To ensure that future project traffic and parking impacts are minimized to the fullest extent feasible. <br /> <br />9 <br /> <br /> <br />
