"Parks Policy 3A: Preservation of Community Park Site. <br /> a. The 30- to 50-acre Community Park described in Parks Policy 3 shall be located <br /> within the area shown in the cross-hatched area on the map attached <br /> (Attachment-4). That map is made a part of the Bemal Property Specific Plan. <br /> b. The City shall approve no land uses that are incompatible with use of the <br /> Community Park for lighted sports fields, outdoor amphitheaters, amplified sound, <br /> and other uses typically found in a large Community Park. <br /> c. The City shall adopt a master plan for the Community Park in order that <br /> compatibility of proposed nearby uses can be compared with real plans for the <br /> Community Park. <br /> d. Development of the first phase of the Community Park shall be given the highest <br /> reasonable priority in development of the Bernal site. <br /> e. Nothing in this Policy shall limit the discretion of the City to locate additional park <br /> uses in areas outside the Community Park overlay district." <br /> <br />SPECIFIC PLAN OPTIONS 1 AND 2 <br /> <br />As discussed above, at its May 12, 2005 meeting, the Council reviewed and then reduced the five <br />alternative site plans for the Phase II Specific Plan and the two alternative plans for the <br />Community Park down to a combined total of two plan "options," Options 1 and 2. These are <br />presented in Attachments 1 and 2, and discussed below. <br /> <br />Option 1 <br /> <br />In Option 1, the Cultural Arts Center (CAC) complex is located on 9.2 acres in the northeastern <br />corner of the Bernal Property. Primary vehicular access to the CAC is from Bernal Avenue at its <br />intersection with Pleasanton Avenue. An outdoor amphitheater, with seating capacity for <br />1,000 persons, is situated to the southwest of the CAC and is aligned to establish a visual and <br />physical connection with the CAC building cluster. <br /> <br />Approximately 430 parking spaces are provided to the south and west of the CAC. This <br />represents 340 fewer spaces than the previous CAC alternatives and Option 2 due to the reduced <br />acreage available in Option 1. This reduction would require more intensive sharing of parking <br />with the Community Park and more restrictive scheduling of CAC and possibly Park activities in <br />order to preclude the potential for over-parking. <br /> <br />Adjacent to the Amphitheater is a Teen/Youth Center contained within a 25,000-square-foot <br />two-story building. Seventy-five parking spaces are provided near the Teen/Youth Center. Four <br />baseball fields, three soccer fields, one shared football/lacrosse field, and two basketball courts <br />are included in the 41-acre Community Park portion of the Central Bernal Area. An additional <br />350 parking spaces are shown to be equally distributed throughout the sports fields area for these <br /> <br />SR 05:165 <br />Page 4 <br /> <br /> <br />
