City of Pleasanton, CA - City Council Minutes Page 5 of 16 <br /> <br />He felt because of noise and safety concerns, there should not be a train station near the <br />school. That would be a good spot for the tennis courts. <br /> <br />Tom Murphy, 498 Los Rios Court, wanted to make certain this is a "community" park. <br />There are many uses intended there and he wanted to make certain tennis is included. Some <br />other sports may have to share space in order to accommodate the tennis courts. Many of the <br />fields are oriented for club sports and he wanted facilities for individuals to drop in at all <br />times of the day. He also noted that many of the club sports are made up of non-resident <br />members. He wanted to make certain the uses are for the general public and residents of <br />Pleasanton primarily as well as others. <br /> <br />Tom Pico, 795 Neal Place, strongly opposed having the civic arts center off Bemal between <br />the sports park and the houses. It diminishes the view shed. The concept of placing it in the <br />northeast comer next to the middle school and sports fields has merit, but he was concemed <br />that people think the uses would impact each other once in while. He hoped the civic arts <br />center; amphitheater and fields would be highly used. He believed there would be <br />significant conflicts. He could not imagine sitting in an amphitheater listening to <br />Shakespeare while there is a softball league game going on next door with people cheering. <br />In addition there would be noise from the trains going by and he believed the frequency of <br />trains will only increase over the years. He felt there would not be adequate parking when <br />all facilities are used and there would be serious traffic impacts. He believed a better <br />location for the civic arts center was on Valley near the freeway. The uncertainty there <br />depends on what the School District decides to do with regard to the alternative high school. <br />There have been conversations with the School District and commercial property owners <br />regarding a joint facility. If the civic arts center is moved to the northeast, it eliminates the <br />potential for any future joint use facility. He felt a joint use facility would be very positive <br />for the city. If that becomes infeasible, then he would support the northeast location, but he <br />felt putting it in the middle of the property, closer to the houses, was wrong and wanted <br />Council to eliminate that option. He preferred to focus on the northeast comer or the Valley <br />Avenue property, depending on what the School District decides. <br /> <br />John Shurtleff, 4982 Monaco Drive, Operations Director for the Girls Soccer Club, referred <br />to the park maintenance from a soccer perspective. At this time, the city is unable to <br />maintain fields at a level of quality that is desired. The City has asked the clubs to <br />implement a field-resting program, which has not occurred because there are not enough <br />fields. At the town hall meeting, there was mention of the need for all weather turf fields, <br />and from park maintenance perspective, no water or fertilizer is something many <br />communities are moving toward. The State of California is providing grants to construct <br />these types of facilities. <br /> <br />Mr. Brozosky said one of the questions about these all weather fields is the requirement to <br />fence them so they are not available to the complete public. He asked if there were a way to <br />install these fields without having them fenced off. <br /> <br />Mr. Shurtleffreplied that the fields in Sycamore Park in Danville follow that model. There <br />is a short fence with entrances at either end. It is open to the public, but should not be used <br />by dogs. <br /> <br />Kevin Close, 871 Sycamore Road, referred to the civic arts center and indicated he through <br />it would be 70 to 90 feet high.
