She noted the <br />4H Club leader said there were forty families involved. She said when the 4H center is <br />planned; there should be strict adherence to rules and guidelines to prevent stress on the land <br />from too many animals. She wanted the 4H center open to scouts as well. <br /> <br />Craig Moore, 1693 East Gate Way, from the Walnut Hills community, asked that the theater <br />and cultural arts center be kept far from his neighborhood. He wondered why there would be <br />an amphitheater next to the fairgrounds theater right across the street? He felt there could he <br />conflict. <br /> <br />Mayor Hosterman said there was discussion about this and felt uses could be identified that <br />would only take place in a sunken amphitheater. Whether there is duplication of events will <br />be part of further discussions. <br /> <br />Mr. Moore suggested moving the theater up to the corner and moving the playing fields <br />down a little. <br /> <br />Mr. Sullivan referred to the first sports park design with the amphitheater oriented toward <br />that neighborhood. <br /> <br />Mr. Wolfe said the theater was designed so that sound would move to the east, not to the <br />west. Sound would be amplified, but there was never an intention to bring in large <br />amplifiers, such as for rock concerts. <br /> <br />Mr. Sullivan asked if this would be similar to the Friday night concerts in the park on First <br />Street? <br /> <br />Mr. Wolfe said that is the kind of event that was envisioned. There are other kinds of <br />functions that could be in this facility, not just music. He explained this could be terraced, <br />fixed seating. There are amphitheaters that have a concrete, stepped base, but are covered in <br />turf to help control sound. There would be a bowl effect, which could accommodate 1,000 <br />people. <br /> <br />Mr. Sullivan said the neighbors are an important stakeholder in this process and wanted to <br />hear more from them. <br /> <br />Mr. Moore said he talks to his neighbors a lot and participates in numerous committees and <br />many of them are unhappy that the original Plan A was not being implemented. It seems the <br />theater will be closer to their community and not near downtown as previously planned. It <br />seems Council and planning staff are not sensitive to sound. He cited the fast food restaurant <br />at Bernal and Valley and the fire station and apartments. There was concern about the <br />amphitheater because it seems this neighborhood is getting hit from all sides. He urged <br />Council to consider the suggestion by the sports and cultural arts representatives. He also <br />wanted the amphitheater moved farther from the fairgrounds amphitheater. <br /> <br />Leonard Cooper, 6923 Lassen Street, indicated he is a retired teacher and was a performing <br />arts specialist who knows about sound. He stated if the theaters were placed near the <br />freeway, they would be unusable because of the sound. At the recent meeting at the Senior <br />Center, there was strong opposition to having the train station near a school.
