Staff and <br />consultants have since completed this work for presentation to and direction <br />from the Council. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />Study of the 318-acre City-owned portion of the Bemal Property has been an ongoing process <br />over the past four years. During this time, planning has taken place on three levels: <br /> <br /> The Draft Phase II Specific Plan for the entire 318-acre City-owned area was completed <br /> by the Bernal Specific Plan Task Force in May 2002. The Phase II Plan area was then the <br /> subject of a national design competition in 2004 and is now being informally reviewed by <br /> the City Council for potential updates prior to being considered through the formal public <br /> hearing process. <br />· Alternatives for the Bernal Community Park Master Plan have been prepared and are <br /> being reviewed by the Council for the selection of a preferred plan prior to being <br /> considered through the formal public hearing process. <br />· PUD development plans for the 13-acre Phase One Bernal Community Park area have <br /> been submitted by the Parks and Community Services Director and are now going through <br /> the formal public hearing process. <br /> <br />The Specific Plan update and the Community Park planning processes were recently merged by <br />the Council to better ensure consistency upon completion. Phase One of the Community Park <br />plan has been separated from the Specific Plan and Community Park Master Plan process in <br />order to proceed independently, in accordance with the requirements of the citizen's "Initiative to <br />Save Our Community Park." <br /> <br />STATUS OF BERNAL PROPERTY PLANNING <br /> <br />Five site plan alternatives for the Phase II Specific Plan area were developed by City staff and <br />project consultants in the fall of 2004. In addition, two site plan alternatives for the Bernal <br />Community Park Master Plan have also evolved over the past several years. Upon request of <br />the Council, these seven total alternatives were reviewed by four City commissions last March, <br />and recommendations were provided by each Commission. A town hall meeting was then held <br />in April to receive further public comments, and a joint Council/Parks and Recreation <br />Commission study session was conducted on May 12, 2005 to further discuss the alternatives <br />(Attachment 5, meeting minutes).
