THE CITY OF <br /> <br />pL£AS&NTONo <br /> <br />8C <br /> <br />City Council <br />Staff Report <br /> <br /> June 21, 2005 <br /> Planning Department <br />Parks and Community Services Department <br /> <br />SUBJECT: <br /> <br />City Council Review and Direction Regarding Planning Options for the <br />Bernal Phase II Specific Plan Area and the Bernal Community Park Master <br />Plan. <br /> <br />PURPOSE: <br /> <br />For the Council to accept public input and provide direction to staff <br />regarding two new combined site plan options for the Bernal Phase II <br />Specific Plan area and the Bernal Community Park and other related <br />planning matters. <br /> <br />STAFF RECOMMENDATION: <br /> <br />That the City Council: (1) receive public comments; (2) respond to the <br />"feedback topics" outlined in this staff report regarding the Bernal Property <br />site plan Options 1 and 2; (3) direct staff to include the Western and Eastern <br />Area site plan concepts, as outlined in this staff report in the Draft Phase II <br />Specific Plan update; and (4) direct staff to incorporate the Phase II Specific <br />Plan "design philosophy" (Attachment 7) into the policies and guidelines of <br />the Draft update. <br /> <br />SUMMARY: <br /> <br />On May 12, 2005, the Council conducted a joint study session with the <br />Parks and Recreation Commission to review a total of seven alternative site <br />plans for the Bernal Property Phase II Specific Plan area and the Bernal <br />Community Park. Immediately following the study session, the Council <br />conducted a special meeting and provided direction to staff regarding the <br />alternatives that had just been discussed. The Council narrowed the <br />alternatives down from seven to two and requested staff to return on <br />June 21, 2005 with additional planning analysis relating to the two <br />alternatives (now referred to as "Options ! and 2"). Staff indicated that it <br />could also provide additional related information to help the Council in its <br />selection of a preferred option for use as the basis for updating the Draft <br /> <br />SR 05:165 <br />Page 1 <br /> <br /> <br />
