<br />General Plan Land Use amendment. Staff feels that <br />the proposed density and scale of the project is <br />consistent with the intent to develop high density <br />residential development and an "urban" environment <br />in this area of the Hacienda Business Park. The <br />General Plan encourages a mix of housing types <br />within the City, and staff feels that this multi- <br />family balance helps to achieve the policy of a <br />75%:25% ratio between single-family and multi- <br />family units. Additionally, the General Plan <br />Housing Element strongly encourages the <br />construction of low-income housing units. The <br />plan proposes that 25% of the 878 units shall be <br />reserved for low-income renters, which aids the <br />city in meeting its low-income housing goals. <br /> <br />with dedication of park land, or payment of in-lieu <br />park dedication fees, as provided by the City'S <br />Municipal Code, the project would conform to the <br />City'S General Plan regarding provision of open <br />space. <br /> <br />As conditioned, the project would conform to the <br />General Plan standards for density and site <br />development. <br /> <br />3. <br /> <br />The plan is compatible with previously <br />properties in the vicinity and the <br />topographic features of the site: <br /> <br />developed <br />natural, <br /> <br />Several sites in the immediate vicinity have been <br />developed with multi-family residential housing, <br />although at densities lower than that proposed for <br />this project. Two complexes (Hacienda Gardens and <br />Hacienda Commons) also have been constructed at <br />heights up to three stories. In this sense, the <br />proposed plan is compatible with existing developed <br />properties in the vicinity. Although the project <br />is to be located at the eastern edge of a business <br />park, staff feels that the project is not <br />incompatible with these properties. city policies <br />and ordinances encourage the construction of <br />housing near employment centers. <br /> <br />The site is relatively flat, with a slight downward <br />slope to the northwest corner. There are no <br />topographic features which require special design <br />consideration. <br /> <br />4. The grading takes into account environmental <br />characteristics and is designed in keeping with the <br />best engineering practices to avoid erosion, <br />slides, or flooding to have as minimal an effect <br />upon the environment as possible. <br />
