<br />PLANNING COMMISSION CITY OF PLEASANTON <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. PC-91-84 <br /> <br />RESOLUTION APPROVING A CONDITIONAL USE PERMIT AS FILED UNDER <br />CASE UP-91-67 FOR HARVEST VALLEY CHRISTIAN CHURCH <br /> <br />WHEREAS, Harvest Valley Christian Church has applied for a <br />conditional use permit to operate a church and related <br />facilities (including evening meetings and weekend <br />worship services) in an existing office/light industrial <br />complex located at l03l Serpentine Lane (Valley Business <br />Park); and <br /> <br />WHEREAS, zoning for the property is PUD (Planned Unit Development) <br />_ Industrial District; and <br /> <br />WHEREAS, at their duly noticed public hearing of November 13, <br />1991, the Planning Commission considered all public <br />testimony, relevant exhibits and recommendations of the <br />city staff concerning this application; and <br /> <br />WHEREAS, the planning Commission made the following findings: <br /> <br />A. The proposed location of the conditional use is in <br />accordance with the objectives of the zoning <br />ordinance and the purpose of the district in which <br />the site is located. <br /> <br />The primary purpose of the PUD for Valley Business <br />Park is to provide adequate space for light <br />industrial and related uses. Churches are <br />conditionally allowed in the PUD since worship <br />services and other primary elements of the use <br />generally occur during "non-business hours" <br />(relative to most other uses in the business park) <br />and would not interfere with surrounding uses. <br />Furthermore, the use of business parks as a <br />location for churches helps to fulfill the General <br />Plan goal of creating a well-rounded community with <br />adequate facilities to serve residents. The <br />proliferation of churches in light industrial areas <br />should not become a problem inasmuch as it is the <br />city's policy to condition approvals such that they <br />become null and void once a church has vacated a <br />site for more than 90 days. <br /> <br />B. The proposed location of the conditional use and <br />the conditions under which it would be operated or <br />maintained will not be detrimental to the public <br />health, safety, or welfare, or materially injurious <br />to the properties or improvements in the vicinity. <br /> <br />- <br />
