On September 21, 2004 the City Council awarded a consultant contract to Ruggeri, Jensen, <br />Azar and Associates (RJA) to prepare design plans and specifications for the design of the <br />access road to the reservoir including a water main, sanitary sewer and storm drain. <br /> <br />On December 7, 2004 the City Council authorized the City Manager to execute a purchase <br />and sales agreement to acquire the land necessary for the construction of the Vineyard <br />Reservoir. The owner of the reservoir site intends to develop the property in the future, and <br />will need an 18-foot private road with normal City utilities, including underground joint trench <br />(PG&E, telephone and cable) to serve the future development. The property owner had asked <br />the City to determine the incremental cost of constructing the 18-foot wide road rather than the <br />12-foot wide road needed to access the reservoir, and install additional utilities that could <br />serve the site in the future. These additional improvements were considered to be <br />compensation for the acquisition of the tank site property and required easements. Since the <br />City agreed to provide these utilities, it is necessary that the contract with RJA be amended to <br />include the design of the underground joint trench utilities. RJA has estimated the cost of <br />providing this service at $22,500.00. <br /> <br />Additionally, the design of the reservoir and the access road will require the services of a <br />geotechnical engineer to provide soils information critical to the design of these facilities. RJA <br />has agreed to provide these services on a time and materials basis for a not-to-exceed amount <br />of $13,980.00 <br /> <br />Budget <br /> <br />At this time, sufficient funds remain budgeted in the Vineyard Corridor Infrastructure <br />Improvement, Water Tank, Supply Line and Pump Station Project (CIP No. 011023) to <br />incorporate this contract amendment. <br /> <br />The Vineyard Corridor water reservoir is designed to serve the Vineyard Corridor Specific <br />Plan area. Pursuant to the terms of the Vineyard Avenue Corridor Specific Plan Financing <br />Program approved by City Council on March 7, 2000, the cost of the Phase 3 water <br />improvements are to be funded by the City's Water Expansion Fund. These funds are to be <br />reimbursed to the City through the Specific Plan fees.
