however, the term of the contract is coming to an end, and re-bidding the contract will ensure <br />the City obtains competitive market pricing. <br /> <br />A mandatory pre-bid walk-through of City facilities was conducted on April 7, 2005, with <br />seven vendors participating in a tour of facilities and park restrooms. The project was bid on <br />April 29t~, 2005, with seven bids received (see attached Bid Summary). All bid documents <br />were found to be in order. <br /> <br />Award of Bid <br /> <br />Staff is not recommending awarding the bid to the company submitting the lowest bid, Jani- <br />King of California, but rather to the second lowest bidder, Universal Building Services. The <br />annual cost difference between the bids submitted by Universal Building Services and Jani- <br />King is $7,500. Jani-King operates in a different way than Universal Building Services, in <br />that Jani-King secures bids, and then sells the bids to a franchise unit of Jani-King. Upon <br />review of the references provided by Jani-King, it was found that all of the customers <br />contacted were dissatisfied with the performance of the franchises. However, they did feel <br />that Jani-King's cooperation was good. This contract encompasses twenty City-owned <br />facilities. To have a company with an unknown franchise taking over the contract provides no <br />assurance of quality of work for the City. Therefore, staff recommends awarding the bid to <br />Universal Building Services. <br /> <br />Summary of Proposed Agreement <br /> <br />In the FY 2005-07 Operating Budgets, outside contractors will be used for routinely occurring <br />custodial-type duties. In conjunction with the contract, staff will make concurrent operational <br />adjustments that will: <br /> <br />· Provide more available staff time to perform "deep cleaning"; <br />· Reduce window washing and carpet shampooing contracts; <br />· Reduce staff overtime; <br />· Establish a working schedule that increase facility maintenance coverage and; <br /> provides continual improved quality of service. <br /> <br />Under the terms of the agreement, the Contractor will provide various nighty scheduled <br />custodial cleaning services depending on the facility usage. A total of 164,300 sf of office <br />space will be cleaned daily. The agreement also includes provisions for both unscheduled and <br />emergency custodial cleaning services when requested by the City, as well as twice per year <br />window washing services to designated City facilities. The agreement provides for a two-year <br />term, with two additional one-year extensions by mutual agreement. <br /> <br />SR 05:139 <br />Page 2 of 3 <br /> <br /> <br />
