<br />. <br /> <br />PLANNING COMMISSION CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALJ:FORNJ:A <br /> <br />RESOLUTION NO. PC-91-77 <br /> <br />RESOLUTION RECOMMENDING APPROVAL OF CASE PUD-91-2, THE <br />APPLICATION OF KAY XU <br /> <br />WHEREAS, Kay Ku has applied for planned unit development (PUD) <br />rezoning and development plan approval for a three-lot <br />single-family custom home development on an approximately <br />2.82 acre site located on the west side of Foothill Road <br />at 5130 Foothill Road; and <br /> <br />WHEREAS, zoning for the property is Agricultural (A) District; and <br /> <br />WHEREAS, at their duly noticed hearing of October 23, 1991, the <br />Planning Commission, after considering all public <br />testimony, relevant exhibits, and recommendations of the <br />city staff concerning this proposal, recommended approval <br />of the proposed negative declaration for Case PUD-91-2; <br />and <br /> <br />WHEREAS, the Planning commission makes the following findings: <br /> <br />1. The plan is in the best interests of the public <br />health, safety, and general welfare: <br /> <br />The proposed project, as conditioned, meets all <br />applicable City standards concerning public health, <br />safety, and welfare, e.g. emergency vehicle access, <br />"acceptable risk" geologic hazards (approved <br />geologic/geotechnical report with recommendations), <br />and improved area circulation (facilitates the <br />elimination of a private driveway onto Foothill <br />Road) . <br /> <br />2. The plan is consistent with the City's General <br />Plan: <br /> <br />At 1. 0 unit per acre, the proj ect is wi thin the <br />acceptable range for PUD-LDR (Low Density <br />Residential) projects of 0-2 units/acre. Other <br />General Plan pOlicies have been met: deletion of <br />private driveways onto a major arterial, <br />development on a geologic area of "acceptable <br />risk", construction (future) of custom housing <br />stock, and densities consistent with surrounding <br />properties. The project guidelines require that <br />the houses be sited in such a manner so as to <br />provide an outdoor yard area with a noise level of <br />60 ldn or less. <br />
