<br />PLANNING COMMISSION CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALJ:FORNJ:A <br /> <br />RESOLUTION NO. PC-91-71 <br /> <br />RESOLUTION APPROVING A CONDJ:TIONAL USE PERMIT AS FJ:LED UNDER <br />CASE UP-91-54, THE APPLICATION OF JIM AND ELAINE KEYSOR <br /> <br />WHEREAS, Jim and Elaine Keysor have applied for a conditional use <br />permit to construct a secondary unit attached to an <br />existing single-family residence located at 608 Romeo <br />Court; and <br /> <br />WHEREAS, zoning for the property is R-1-20, 000 (Single Family <br />Residential) District; and <br /> <br />WHEREAS, at their duly noticed pUblic hearing of October 9, 1991, <br />the Planning commission considered all public testimony, <br />relevant exhibits and recommendations of the city staff <br />concerning this application; and <br /> <br />WHEREAS, the Planning Commission made the following findings: <br /> <br />A. The proposed location of the conditional use is in <br />accordance with the objectives of the zoning <br />ordinance and the purpose of the district in which <br />the site is located. <br /> <br />The subject proposal to establish a secondary unit <br />in an existing single family neighborhood conforms <br />with the objectives of the Zoning Ordinance and to <br />the purposes of the single family zoning district. <br />The siting and design of the secondary unit would <br />maintain the character and appearance of the <br />Heather Hill - Amber Lane neighborhood due to its <br />small size and its location at the rear of the <br />house. It is unlikely that the secondary unit <br />would impart any of the characteristics of multiple <br />family development on the neighborhood. However, a <br />condition (used in prior use permits for secondary <br />units) requires that either the primary residence <br />or the secondary unit be owner-occupied. <br /> <br />B. The proposed location of the conditional use and <br />the conditions under which it would be operated or <br />maintained will not be detrimental to the public <br />health, safety, or welfare, or materially injurious <br />to the properties or improvements in the vicinity. <br /> <br />The following issues should be considered within <br />the scope of the public health, safety and welfare: <br />
