Honorable Mayor and Members of the City Council: <br /> <br />DISCUSSION <br /> <br />On December 1, 2004, the City Manager approved an Agreement with Rasmussen Planning, <br />Inc. to provide professional planning services to assist the City in updating the Draft Bernal <br />Property Phase II Specific Plan. <br /> <br />At its January 4, 2005 and February 1, 2005 meetings, the City Council provided input <br />regarding the primary planning elements for the five (5) site plan alternatives for the "Central <br />Area" of the 318-acre City-owned Bernal Property Phase II Specific Plan area and requested <br />that further information be provided regarding the proposed Cultural Arts Center. Specific <br />areas of discussion would include comparative traffic and noise issues, permeable pavement <br />materials, and environmental overlay maps. The Council also directed staff to forward the five <br />site alternatives, including Council's input, to the Civic Arts, Youth, Parks and Recreation, and <br />Planning Commissions and the Youth Master Plan Implementation Committee for their input <br />and to schedule a Town Hall meeting to provide the community an opportunity to comment on <br />the recommendations of the various City commissions and committees prior to further Council <br />action. Rasmussen Planning, Inc., through its President, Wayne Rasmussen, has also been <br />requested to assist in processing the Bernal Community Park Phase I PUD plans. These new <br />tasks have expanded the scope of the project, requiring additional consultant work beyond that <br />of the original agreement. Consequently, on April 5, 2005, Council approved Amendment <br />No. 1 to the Consultant Agreement on April 5, 2005 for assistance in the preparation of the <br />Draft Bernal Property Phase II Specific Plan and the processing of the Bernal Community Park <br />Phase I PUD plans. <br /> <br />At its May 12, 2005 Council study session, a new site plan option for the Specific Plan and <br />Community Park areas was added, calling for the Cultural Arts Center to be located in the <br />northeast corner of the Bernal Property and the Teen Center to be placed near the center of the <br />Community Park.
