THE CITY OF <br /> <br />pL£ASANTONo <br /> <br />6F <br /> <br />City Council <br />Staff Report <br /> <br /> June 21, 2005 <br /> Office of the City Attorney <br />Parks and Community Services Department <br />Police Department <br /> <br />SUBJECT: <br /> <br />PROPOSED AMENDMENTS TO THE PLEASANTON MUNICIPAL <br />CODE RELATING TO ANIMALS <br /> <br />PARKS AND RECREATION COMMISSION RECOMMENDATION: <br /> <br />The Parks and Recreation Commission recommends that the City Council <br />adopt the attached proposed ordinance that amends Chapters 7.04, 7.08, <br />7.16, and 13.08 of the Pleasanton Municipal Code. <br /> <br />STAFF RECOMMENDATION: <br /> <br />Staff concurs with the recommendation of the Parks and Recreation <br />Commission. In addition, staff recommends that the City Council adopt the <br />attached proposed ordinance that amends Chapters 7.12, 7.24, 7.28, 7.32 and <br />7.36 of the Pleasanton Municipal Code. <br /> <br />SUMMARY: <br /> <br />The attached proposed ordinance amends Pleasanton Municipal Code <br />(PMC) Title 7 (Animal Control) and Chapter 13.08 (Parks and Recreation <br />Facilities). The Parks and Recreation Commission has reviewed a draft <br />ordinance and is recommending amendments to the PMC to regulate dogs <br />on leashes and dogs in City parks. Staff is recommending additional <br />amendments to update the PMC consistent with current practices. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />The Pleasanton Municipal Code currently prohibits dogs, whether leashed or unleashed, from the <br />Softball Complex at Sports and Recreation Community Park in order to protect the facility from <br />property damage and to maintain the fields at optimum playing conditions. At its November 18, <br />2004 meeting, the Parks and Recreation Commission inquired about extending the same <br />prohibition to the new, sand-based soccer fields at Val Vista Community Park. This change <br />would help ensure the long-term quality of the facility given the significant financial investment <br />in those improvements.
