THE CiTY OF <br /> <br />pL£AS, NTONo <br /> <br />6D <br /> <br />City Council <br />Staff Report <br /> <br /> June 21, 2005 <br />Law Department <br /> <br />SUBJECT <br /> <br />CONSERVATION EASEMENT MONITORING AGREEMENT <br />WITH THE TRI-VALLEY CONSERVANCY <br /> <br />STAFF RECOMMENDATION: <br /> <br />Authorize the City Manager to sign the Agreement. <br /> <br />SUMMARY: <br /> <br />Pleasanton is the holder of a conservation easement granted to it by the <br />Ruby Hill Development Partners on property within the Ruby Hill <br />subdivision and adjacent to the South Livermore Valley Area Plan. This <br />property includes habitat area that has been set aside for the long-term <br />protection of certain endangered species, such as the California Tiger <br />Salamander. As holder of that easement, the City has certain monitoring <br />rights and obligations and wishes to contract with the Tri-Valley <br />Conservancy, a not for profit organization that holds a number of <br />conservation easements in the South Livermore area to provide these <br />services. The cost is estimated to be about $1500 annually. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />As partial mitigation for the development of the Ruby Hill subdivision, the project developer, <br />the Ruby Hill Development Partners, was required to dedicate to the City of Pleasanton a <br />conservation easement on about 70 acres of land within the subdivision and which is also <br />adjacent to the South Livermore Valley Area Plan. The acreage includes habitat area that has <br />been set aside for the long-term protection of certain endangered species, such as the California <br />Tiger Salamander.
