B. The proposed location of the conditional use and the conditions under which it would be operated or maintained will not be detrimental to the public health, safety, or welfare, or materially injurious to the properties or improvements in the vicinity. Given the proposed hours of operation for the obedience lessons, the proposed use will not impact surrounding uses. Also, the proposed use has adequate parking to meet project demand. The proposed use will not subject surrounding uses to heavy truck traffic, hazardous odors, or other objectionable influences. C. The proposed conditional use will comply with each of the applicable provisions of the Municipal Code which apply to Conditional Uses. Chapter 18.124 of the Municipal Code (Conditional Uses) states that, because of their unusual characteristics, conditional uses require special consideration so that they may be located properly with respect to their effects on surrounding properties. staff feels that reasonable conditions of approval can integrate the proposed use without detrimentally affecting the surrounding properties or the City in general. WHEREAS, projects of this nature are categorically exempt from the requirements of the California Environmental Quality Act; and WHEREAS, as conditioned, the proposed use will be compatible with the surrounding neighborhood and will not detrimentally affect the surrounding uses or properties. Conditions of approval have been included which will ensure that the safety and general welfare of the surrounding tenants and neighborhood are maintained. NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF PLEASANTON RESOLVES THE FOLLOWING: Section 1. Approves Case UP-91-39, the application of Lynn Shupp for a conditional use permit to operate a dog obedience school at an existing light industrial facility located at 1020 Serpentine Lane, suite 103, subject to the following conditions: Resolution No. PC-91-52 July 24, 1991
