<br />drive-through lane would be consistent with these <br />objectives. The applicants will be required to <br />receive design review approval to ensure that the <br />site, landscaping, and building modifications are <br />acceptable. This may involve a significant roof <br />re-design to achieve an acceptable design solution <br />to the modified building. The applicants will also <br />be required to mitigate any future nuisances which <br />may occur as a result of the proposed use. <br /> <br />B. The proposed location of the conditional use and <br />the conditions under which it would be operated or <br />maintained will not be detrimental to the public <br />health, safety, or welfare, or materially injurious <br />to the properties or improvements in the vicinity. <br /> <br />As conditioned, the proposed drive-through lane <br />will not detrimentally impact surrounding uses. <br />The circulation and access issues, staff's main <br />concerns with the prior plan, have been resolved by <br />the deletion of the Santa Rita Road driveway and <br />other conditions for on-site access. In addition, <br />the proposed use will have adequate off-street <br />parking to meet project demand. <br /> <br />C. The proposed conditional use will comply with each <br />of the applicable provisions of the Municipal Code <br />which apply to Conditional Uses. <br /> <br />Chapter 18.124 of the Municipal Code (Conditional <br />Uses) states that, because of their unusual <br />characteristics, conditional uses require special <br />consideration so that they may be located properly <br />with respect to their effects on surrounding <br />properties. Reasonable conditions of approval can <br />integrate the proposed use without detrimentally <br />affecting the surrounding properties or the City in <br />genera!. <br /> <br />WHEREAS, projects of this nature are categorically exempt from the <br />requirements of the California Environmental Quality Act; <br />and <br /> <br />WHEREAS, the proposed project, as conditioned, will allow the <br />proposed use to integrate into the site without <br />detrimentally affecting the surrounding neighborhood, <br />while preserving the City's safety and general welfare. <br /> <br />NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF PLEASANTON <br />RESOLVES THE FOLLOWING: <br /> <br />Resolution No. PC-91-51 <br />July 24, 1991 <br />
