<br />necessary only for access into and through the <br />site. Emergency vehicle access from the northwest <br />portion to the southeast portion of the site will <br />ensure proper emergency services. In addition, the <br />applicant has ensured through easements that access <br />to adjacent properties is possible should future <br />development occur there. <br /> <br />One hundred and eighty-nine acres of the site will <br />remain as natural open space, with hiking trails <br />available to the general public. A small, 1.1 acre <br />private park, a public park staging area and a <br />small public park also will be provided on the <br />site. <br /> <br />Because many homes are located above 490 feet in <br />elevation, water services must be supplied through <br />a newly-constructed water tank which will be placed <br />at a 770 feet elevation. Sewer services will, for <br />the most part, be through natural gravity flow. <br /> <br />3. The design of the subdi vision and proposed <br />improvements will not cause substantial <br />environmental damage or substantially and avoidably <br />injure fish or wildlife or their habitat. <br /> <br />Excess storm water run-off will be directed into v- <br />ditches and storm drains installed as part of the <br />public infrastructure improvements required with <br />project approval. Where possible, natural drainage <br />systems also will transfer storm water run-off into <br />the existing watershed system of Laurel and Gold <br />Creeks. In addition, some storm water caught by <br />storm drains will be discharged into Laurel Creek. <br /> <br />An Environmental Impact Report was prepared for <br />this project. The EIR identified potential <br />significant impacts on vegetation and wildlife, and <br />recommended mitigation measures to off-set these <br />impacts. In addition, a heritage tree study is <br />required to be reviewed and approved by the Design <br />Review Board prior to City council approval of the <br />final map. Requirements for suitable tree <br />preservation, protection and replacement were <br />included in the PUD conditions of approval. <br /> <br />The EIR mitigation measures were incorporated into <br />the conditions of approval of the PUD and have been <br />addressed by the tentative map, where required. <br />other mitigation measures included as part of the <br /> <br />Resolution No. PC-91-22 <br />March 27, 1991 <br />
