<br />SIGNIFICANT CUMULATIVE IMPACTS IDENTIFIED IN THE <br />ENVIRONMENTAL IMPACT REPORT <br /> <br />A. Traffic and Circulation <br /> <br />1. Cumulative development in the southeastern <br />Pleasanton area could result in exceedance of <br />the city's adopted environmental capacity on <br />Independence Drive. A condition of approval <br />will be incorporated into the project to <br />reduce the impacts to an insignificant level. <br /> <br />2. Significant impacts from continuing congestion <br />at five intersections in the Downtown area of <br />Pleasanton. The City adopted policy in the <br />Pleasanton General Plan mitigate this impact. <br /> <br />3. Regional traffic increase causing severe <br />congestion on 1-580 and 1-680 backing into the <br />city of Pleasanton. No feasible mitigation <br />measures are available to reduce this impact <br />to a less than significant level. A statement <br />of overriding consideration regarding this <br />issue has already been adopted by the City <br />Council with the PGP EIR. <br /> <br />B. Noise <br /> <br />Cumulative noise levels generated by cumulative <br />development in the Southeastern Pleasanton area <br />would result in significant noise impact on project <br />homes within approximately 90 feet of the Bernal <br />Avenue centerline, if the sound barrier is not <br />properly designed and on project second floor <br />building facades close to Bernal Avenue (Final EIR, <br />page 9-4l. <br /> <br />1. The Planning commission adopts the conclusions <br />of the FEIR with respect to the significance <br />of noise impact resul ting from proj ect <br />development. <br /> <br />2. Mitigation measures are feasible and will be <br />required as a condition of approval. <br /> <br />3. The mitigation measures incorporated into <br />current project, the additional mitigation <br />measures discussed and set forth on the FEIR, <br />and mitigation measures which will be imposed <br />upon future project approvals, have <br />substantially reduced or will reduce the level <br />of noise exposure outside the one-story homes <br />to be built in the 60 dB noise contour so that <br />noise levels meet the General Plan Noise <br />
