The site is physically sui table for this type of <br />development and density. <br /> <br />The topography of the 118 acre site ranges from <br />undulating foothill terrain (East Ridge) adjacent <br />to Foothill Road to steeply sloping areas (east <br />facing lower slope of the Pleasanton Ridge) on the <br />western portion of the site. A flat valley (Garms <br />Valley) separates these two geomorphic areas, but <br />is constrained by the presence of the Calaveras <br />fault shear zone. The sUbdivision is sensitive to <br />this topography, with the majority of the <br />development located on the backside slope of the <br />East Ridge. <br /> <br />The proposed streets servicing the development have <br />been located so as to follow the general topography <br />of the land whenever possible, and to minimize the <br />necessity of large cuts through the foreridges by <br />utilizing natural saddle formations for these <br />crossings. <br /> <br />The steepest portion of the site has been <br />designated as common open space with an area on the <br />southern end for a public staging area and <br />pedestrian trail which will provide access to a <br />ridgelands trail as will be established on this and <br />other ridge properties by the City council at some <br />future time. Therefore, staff believes this <br />finding can be made. <br /> <br />3. The design of the sUbdivision and proposed <br />improvements will not cause substantial <br />environmental damage or substantially and avoidably <br />injure fish or wildlife or their habitat. <br /> <br />All potential impacts of the project's proposed <br />improvements on the environment and the fish and <br />wildlife and their habitat were identified in the <br />project Environmental Impact Report. All of these <br />impacts have been mitigated to insignificant, with <br />a mitigation measure monitoring program in place to <br />ensure compliance. An Alameda County whipsnake <br />study has been completed by the applicant which <br />determined that there was no evidence of the <br />whipsnake on this property. <br />
