The adequacy of such screening shall be determined <br />by the Planning Department prior to issuance of building <br />permits. <br /> <br />11. During the processing of the tentative map for the townhome <br />units, changes to the site plan, roadway configuration, or <br />guest parking spaces may be required based on subsequent <br />review of the more detailed engineering plans. <br /> <br />12. The applicant shall submit a complete final development <br />package for the townhome portion of the development for the <br />review and approval of the Design Review Board prior to <br />approval of the tentative map. <br /> <br />13. Prior to tentative map approval, all modifications and/or <br />changes required by the Design Review Board, Planning <br />Commission, and/or City Council to the Moller Ranch Design <br />standards shall be combined into a single comprehensive <br />document. This document shall be submitted to the Planning <br />Director for review and approval prior to publication. <br /> <br />14. Grading <br /> <br />a. Split pad lots, including front-to-back and side-to-side, <br />shall be used in the detached units when appropriate to <br />blend the contours with the natural topography. These <br />details shall be included in the tentative map <br />application for review and approval by the Planning <br />commission. <br /> <br />b. The single-family custom lots shall be developed with <br />rear yards which respect the natural contours of the land <br />and avoid significant grading to create large flat yard <br />areas. Grading outside the defined building envelope <br />area shall be limited to landscape improvements. Except <br />for the grading necessary for the building footprint or <br />dri veway, addi tional grading shall be subj ect to the <br />criteria contained within the Moller Ranch Design <br />Standards. <br /> <br />c. Grading details shall be provided specifying the <br />treatment of tops and ends of cut and fill slopes. The <br />plan shall use grading techniques which will result in <br />rounded contours to provide a smooth transition between <br />graded and natural areas. Every effort shall be made to <br />reduce earthmoving requirements and areas of land <br />disturbance.
