<br />A motion was made by Commissioner Hovingh, seconded by Commissioner Michelotti <br />making the required use permit fmdings and approving Case UP-91-80, subject to the <br />conditions of the staff report. <br /> <br />ROLL CALL VOTE <br /> <br />AYES: <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />Commissioners Horan, Hovingh, and Michelotti <br />Commissioner Wright and Chairman Mahem <br />Commissioner McGuirk <br />None <br /> <br />Resolution No. PC-91-l()9 was entered and adopted approving Case UP-91-80 as motioned. <br /> <br />Commissioner Horan suggested that a letter be sent to the five neighbors noting that should <br />inappropriate activities be observed at the Davis residence or secondary unit that the City <br />Code Enforcement Officer should be contacted. <br /> <br />It was noted that the decision of the case can be appealed to City Council within 15 days. <br /> <br />UP-91-84. Frank Bal....mlln <br />Application for a conditional use permit to operate a one-person acoustical recording <br />business within the existin& single-family residence located at 1891 Palmer Drive. <br />Zoning for the property is PUD (planned Unit Development - Medium Density <br />Residential District. <br /> <br />Mr. Rasmussen presented the staff report recommending approval of Case UP-91-84 subject <br />to the findings and conditions of the staff report. He called attention to a letter from Michael <br />and Kathryn Knuppe given to the Commission tonight. <br /> <br />THE PUBLIC HEARING WAS OPENED. <br /> <br />Frank Balgeman, 1891 Palmer Drive, represented the application. He stated he has read the <br />staff report and concurs with the conditions. <br /> <br />Chairman Mahem questioned the applicant as to whether he has unofficially operated his <br />recording business in the past out of his home, and whether he has had complaints from the <br />neighbors. The applicant indicated he has been operating out of his home for some time; <br />however, he has never had any complaints. <br /> <br />Commissioner Horan asked why the applicant would need a use permit.
