<br />Tentative Tract MaD 6452. Simature ProDerties (Rubv Hill) <br />Application for approval of a vesting tentative map to subdivide approximately 1,600 <br />acres of land located in the vicinity of Vineyard Avenue east of Montevino Drive, and <br />Vallecitos Road south of Vineyard Avenue. The property would be divided into 850 <br />single-family residential lots, with a golf course, country club, vineyard, winery, and <br />retail and recreational lots. <br /> <br />Continued to December 11, 1991. <br /> <br />Tentative Tract MaD 6292. Palomino Townhomes <br />Application to subdivide an approximately 1.8 acre site into 24 townhome-type <br />condominium units and 3 common lots located at the northeast corner of Bernal Avenue <br />and Palomino Drive. Zoning for the property is PUD (Planned Unit Development) - <br />Medium Density Residential District. <br /> <br />Mr. Swift presented the staff report recommending approval of Case Tentative Tract Map <br />6292, subject to the conditions of the staff report. <br /> <br />Commissioner Wright called attention to Condition 4 in regard to school fees and <br />recommended that the following be deleted: "in addition to the school impact fees required <br />by State law and local ordinance. " <br /> <br />Commissioner Michelotti referred to page 3 of the staff report and initiated a discussion <br />regarding shared equity of the affordable homes. <br /> <br />THE PUBLIC HEARING WAS OPENED. <br />Joe Callahan, 5674 Stoneridge Drive, represented the application. He noted that the <br />application has changed considerably from the standpoint of affordability and briefly <br />explained the recent changes. He expressed concern that he is being delayed and urged that <br />the application be acted on by Council as soon as possible, hopefully on the December 10 <br />agenda. <br /> <br />Further discussion ensued between Mr. Callahan and Mr. Swift regarding the Benefit <br />District. <br /> <br />THE PUBLIC HEARING WAS CLOSED. <br /> <br />Vice Chairman Hovingh referred to the Resale Documents and expressed concern that the <br />two documents were not consistent. He asked that Dennis Beougher review this matter. He <br />would also want the Resale Document to reflect a cumulative basis, not a year-to-year basis. <br />A motion was made by Commissioner Horan, seconded by Commissioner Michelotti <br />approving the moderate income affordability program for the four moderate income units as <br />described in the attached draft documents; making the required findings for the proposed <br /> <br />Minutes Planning Commission <br />November 20, 1991 <br /> <br />Page 12 <br />
