project. Several of the commissioners felt the salmon color might be offensive and
overpowering.

Mr. Smith called attention to Page 28, Condition 2.c. in regard to box trees to be substituted
for Liquidamber trees lining the major interior street. He indicated it would be 25 %.

THE PUBLIC HEARING WAS CWSED.

Commissioner Michelotti recommended that the applicant look for a designated site for a
park, whether it be on or off the project site. She referred to staffs comment that the City
needs to take an indepth look at the facilities plan for parks before a final decision could be
made. Regarding schools, this matter needs further research. Further discussion ensued
regarding the applicant's request to delete a portion of a sentence of Condition I.b.

Commissioner Horan raised park issues, and suggested that the applicant work with the City
in regard to a park either in Hacienda Business Park or a different site. Commissioner
Hovingh and McGuirk agreed with these comments and felt that neighborhood and
community parks are overflowing.

Commissioner McGuirk and Chairman Mahem raised issues regarding the school districts
projections. She felt that they might be seeing more children come into these apartment
complexes than in the others and that the school system might become severely impacted.
Commissioner McGuirk pointed out that a school system can also become impacted when
children are bussed from one neighborhood to another; these are more of a hidden effect.

A motion was made by Commissioner Hovingh, seconded by Commissioner McGuirk
recommending approval of the Negative Declaration prepared for Case GP-91-4/PUD-81-30-
24M/PUD-81-30-53D inasmuch as project approval would not create a significant amount of
adverse impact to the environment.

ROLL CALL VOTE:

AYES:
NOES:
ABSENT:
ABSTAIN:

Commissioners Horan, Hovingh, McGuirk, Michelotti, and Chairman Mahem
None
None
None

Resolution No. PC-91-91 was entered and adopted recommending approval of the Negative
Declaration for Case GP-91-4/PUD-81-30-24M/PUD-81-30-53Das motioned.

A motion was made by Commissioner Hovingh, seconded by Commissioner Horan fmding
that the proposed General Plan Land Use amendment is consistent with the goals and policies

Minutes Plsnning Commission November 13, 1991
Page 24

-
