Mr. Sattler wished to state that they are absolutely in support of building the fmest schools
possible in P1easanton and wish to contribute their fair share. They want to work in a
supportive manner with the City and school district to achieve this end. He called attention
to page 24 - I. B. Schools and would like to change the first sentence and wished to delete the
following: "in addition to school impact fees required by State law and local ordinance".
He said if the phrase is retained, the condition would imply that the current $1.50 sq. ft.
assessment and their portion of the $85 million bond assessment would not cover their long-
term impacts for the project.

Commissioner Horan questioned Mr. Sattler as to the possibility of providing moderate
income housing in the project. Mr. Sattler replied that at this point they have not analyzed
this issue and could not say what percentage might or might not be acceptable.

Mark Robertson, partner in Robertson Homes, stated that he has been in construction and
development for over 15 years, involving land development, custom homes, tract homes,
condos, and garden style apartments. In the last ten years, they have built over 30,000 units
in 12 states. They also are in property management and manage the Gardens Apartments in
the Business Park. He said they are anxious to do the project in Pleasanton.

~

Joe Pristina, manager for the project, 6653 Embarcadero Drive, Stockton, responded to a
question regarding rents: The market rate rents will range from $700 for a one bedroom;
$800 for two bedroom; $1,000 for a three bedroom. He compared that to the City's lower
income housing for three bedroom which was $1,086.

Discussion ensued as to the possibility of lowering the rental rates and offering a low-income
family the possibility of renting an apartment.

Mr. Pristina addressed Condition B.5.d and requested that rather than have more trash
enclosures they be allowed two trash pickups per week. In regard to the recommendation
that trash compactors be installed, he indicated they have not proven feasible in other
projects, as people do not care for them properly. He addressed Condition C.2.a and would
like to work this out with staff.

Commissioner Hovingh raised the issue of installing speedbumps. It was noted that
speedbumps can only be installed on private streets.

Chairman Mahem raised the issue of color for the structures. Architect Tim Smith
responded to this issue. He noted that their chosen color would be salmon and off-white.
He further noted that this was discussed at length with the Design Review Board which
concluded that the salmon color would be acceptable. The roof tiles are intended to be terra
cotta, railings to be off-white. In response to the concern that the salmon may appear too
pink and bright, he suggested that one whole wall might be painted before painting the whole

Minutes Plsnning Commission November 13, 1991
Page 23
