<br />Commissioner Horan discussed the issue with the applicant, noting that the Commission's job <br />is to figure out what the impact would be if rezoning took place. He suggested that perhaps <br />the benefit in the current scenario as presented by the applicant flows only to the owner. <br /> <br />THE PUBLIC HEARING WAS CLOSED. <br /> <br />Commissioner Hovingh stated he is frankly in opposition to a change from the current zoning <br />to a PUD, unless the applicant joins the NPID and also have some sign restrictions. He <br />would favor Item one regarding sign considerations as noted on page 5 of the staff report. In <br />regard to freestanding signs, he favored nothing larger than 6 ft. in height and 24 sq. ft. and <br />should not be designed for visual exposure to 1-680. Signs should also be non-illuminated. <br />He would really prefer to deal with the entire area at one time. In addition, he would place <br />the whole area into the NPID. <br /> <br />Commissioner Michelotti noted she did talk to Mr. Etnire about the subject of signage. She <br />felt the Commission should direct staff to look at the entire area and would favor a <br />continuance. She felt a good number of issues needed to be addressed and asked that staff <br />give the Commission more guidance. She thought Mr. Terrill had a valid reason for his <br />statements, but conversely the other side needs to be looked at more closely. She would <br />favor Option 2, but would like more information from staff. She felt the zoning change <br />could be beneficial, but that more information was needed. <br /> <br />~ <br /> <br />Commissioner Horan stated he felt much benefit had been derived from the NPID. The <br />specific that he would add to the recommendation is for staff to evaluate all affected <br />properties, not just Commerce Circle, and resolve the matter so that owners of these <br />properties would know the minimum amount they might have to pay if they come into NPID. <br />He would favor a continuance for now and a quick resolution to the dilemma of new owners <br />coming into the area. <br /> <br />Commissioner Wright agreed with the Commission in favoring Option 2, but with additional <br />wording. He felt that after staff researches the issue that some sort of definite signage <br />considerations be in place. Along with Option 2, he would favor a condition that if the <br />PUD zoning takes place, those existing businesses like Sigi's would be exempt. If the use is <br />changed, then NPID fees would be expected. <br /> <br />Commissioner McGuirk said he basically echoed his colleagues comments and also favored <br />Option 2. He agreed he would like the whole area looked at closely by staff in the matter of <br />how to treat new owners who come into the NPID arena. As the whole area is much more <br />visible now, he felt that it must be scrutinized carefully. <br /> <br />Chairman Mahern also favored Option 2 and felt that staff should take a look at the whole <br />area and see if the zoning should actually take place. She would also like more direction <br />from staff.
