<br />Prank Belecky, 922 Madera, reiterated his concerns about the hearings running so late. He <br />felt it was improper and possibly illegal, and probably would not do any good any way. He <br />said he was not trying to be argumentative and did appreciate the amount of work the <br />Commission puts into their job, but was simply a concerned citizen. <br /> <br />Randy Harris represented the Foley family. They own an 1,800 acre ranch adjacent to the <br />Ruby Hills project. He expressed concern with language in the preannexation agreement <br />about the possibility of the inclusion of a sports park in the project. He said a sports park <br />would severely impact the cattle operation. He concluded that he felt this issue was not <br />addressed in the EIR and should be taken into consideration. <br /> <br />THE PUBLIC HEARING WAS CLOSED. <br />Commissioner Hovingh stated that he was in favor of continuing the application as he has <br />many unanswered questions, but felt they could be answered over the telephone with staff. <br /> <br />Commissioner Horan expressed some confusion as to whether an EIR was necessary for a <br />350 acre portion of the project. He felt a cost benefit analysis was necessary; what the <br />assumptions were; and how the figures were arrived at. <br /> <br />Commissioner Michelotti said she has seen the plan at different times, but felt it was very <br />frustrating to go through all this tonight without having all the answers in place. She said <br />she had many questions about water, sewage, whether there should be an EIR on the <br />discussed 350 acres, traffic, a cost benefit analysis. <br /> <br />Chairman Mahem said she felt the audience has raised some important questions that need to <br />be answered. She also felt a traffic report should have been made. <br /> <br />Commissioner McGuirk said he would call Mr. Rasmussen with some questions; however, <br />he wished to recommend that the next time this case is discussed it should be at the first of <br />the meeting, with either no other cases or light cases to be handled after this case. <br /> <br />Chairman Mahem noted that November 13th meeting will address the North Sycamore <br />Specific Plan; November 20 should address Ruby Hill. <br /> <br />A motion was made by Commissioner Horan, seconded by Commissioner Hovingh to <br />continue this application to November 20 to be discussed along with the tentative map, and to <br />defer all other cases to subsequent meetings. <br /> <br />ROLL CALL VOTE: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />Commissioners Horan, Hovingh, McGuirk, Michelotti, and Chairman Mahem <br />None <br />None <br />None <br /> <br />~ <br /> <br />Minutes Planning Commission Meeting October 23, 1991 <br />Page 22 <br /> <br />. <br /> <br />. <br />
