Peter MacDonald, 400 Main Street, stated that he felt at this late hour that people should at
least be allowed four minutes to state their points. He said he was representing various
property owners of the Vineyard Avenue Corridor study area. These people have met and
wish to state they do not oppose annexation.

Robert Cordtz, 262 W. Angela, presented a statement to the Recording Secretary and stated
he is neither opposed or for the annexation, but had some problems in connection with it.
His statement expressed concerns about water and subsequent costs to the residents of
Pleasanton; sewer treatment costs and maintenance; and fees to the developers. He felt there
may be insufficient water for development. He also felt that Council should not have signed
an agreement without going through all the normal channels and did not think the agreement
was legal.

In response to questions regarding Mr. Cordtz's comments, Mr. Higdon indicated that more
answers would be available after studies have been made at the tentative map stage. This is
true whether it relates to water supplies, sewage treatment, and costs involved.

Commissioner Horan expressed the hope that a cost benefit analysis would be available for
the Commission's review. Mr. Rasmussen indicated that this information could be provided.
In response to Commissioner Horan's request for a copy of the signed agreement, Mr.
Rasmussen and Mr. McKeehan responded that the agreement was not actually signed, but
that it had been approved by Council. Most of the issues have been addressed, but certain
other issues have to still be dealt with.

Gary Schweragerle, 189 W. Angela, posed the issue as to what the problems might be in
getting water from wells on the project site.

Pam Chrisman, 1944 Vineyard Avenue, stated she likes the project. She asked the status of
public hiking and biking trails, and whether they would use wells from the Vineyard. Mr.
Higdon said as far as he knew they would not use any of the existing wells; this is still
subject to much more study before fmal determination would be made. Mr. McKeehan
noted there are some public trails and indicated these will be explored.

Jennifer Osterman, 2922 Chardonnay Drive, noted that she had given a letter to the
Commission and staff with her concerns. She reiterated that she was concerned with traffic
impacts. She also hoped that the Commission was impressed with the fact that people stayed
until 2 am in the morning to express their concerns about the project.

Mike Baseman, 2963 Chardonnay Drive, said he is a 6-month resident of the area. He
echoed the concerns of the other speakers, noting that the reason he moved to that area was
because of the small, homey atmosphere of his area. He would not like to see that changed;
he was also concerned with traffic impacts, and hoped roads would not be straightened out
which would simply allow people to drive faster.

~

Minutes Planning Commission Meeting October 23, 1991
Page 21

.

.
