GP.91.7/Snecific Plan and Final <br /> <br />EnvironmentallnlDact Reoort <br />Request to approve a General Plan Amendment and Specific Plan for the 135 acre site <br />located generally north of Sycamore Road and east of Sunol Boulevard. Amendments to <br />the General Plan Map are requested to modify the existing balance of Low Density and <br />Medium Density Residential uses and to add limited acreage of agricultural, <br />commerciallbusiness and professional offices, and school. The Plan proposes land use <br />and infrastructure improvements for the parcels within this area. The public hearing <br />will also concern the adequacy of the Final Environmental Impact Report prepared for <br />the project. <br /> <br />Mr. Rasmussen presented the staff report recommending that the Commission direct staff to <br />finalize the Final EIR, General Plan Amendment, and Specific Plan Documents consistent <br />with the Alternative 6 conceptual land use plan, and as outlined in the "Staff Analysis. " <br /> <br />Mr. Rasmussen went to the maps and reviewed Alternatives 6 and 7, pointing out the <br />differences between these plans and Alternative Scheme 7 A, which was reviewed at the <br />September 11 meeting. He also pointed out that staff had added a site for a 2-4 acre park <br />which had not been considered by the Commission. <br /> <br />Chairman Mahern raised a question as to the kind of density that would be anticipated <br />without including any of the Lund property. <br /> <br />Commissioner Horan questioned Mr. Rasmussen how staff had arrived at 5,600 average <br />daily trips (ADT) for South Pleasanton traffic. <br /> <br />After some discussion, the Commission concluded that at the present moment it favored the <br />road alignment in Alternative Road Scheme 7 A. <br /> <br />Commissioner Horan raised the issue of the school property and whether a school is actually <br />planned for that area. <br /> <br />Mr. Rasmussen stated staffis recommending that by December 3, the City Council should be <br />ready to conduct its public hearing on the project and act on the Final EIR, General Plan <br />Amendment and Specific Plan. <br /> <br />THE PUBLIC HEARING WAS OPENED. <br /> <br />Victor Lund of Lund Ranch read a letter and passed copies to the Commission which stated <br />his plans for development. He stated he has owned his property for nearly 50 years and has <br />been actively planning for its development for the past 10 years. During that time, he had <br />contributed to planning studies of the City for traffic, circulation, and water and sewer <br />service for his property and adjacent lands. He stated that after Lund Ranch Road was <br />constructed in 1986, he submitted an application in 1987 for 155 residential units based on <br />the existing General Plan and zoning for his property. Mr. Lund concluded by saying that <br />he and his brother are now prepared to submit their plans to the City.
