<br />Mr. Iserson presented the staff report recommending approval of Case RZ-91-6 subject to the <br />conditions of the staff report. <br /> <br />THE PUBLIC HEARING WAS OPENED. <br />Martin Inderbitzen, 62 W. Neal Street, represented the Lin family. He stated he could not <br />describe the situation any better than Mr. Iserson had just done. He said the property under <br />discussion has been in the Williamson Act Contract, but is due to come out this year. <br /> <br />Bryan Scott, 3248 Arbor Drive, stated that he felt the Initial Study/Environmental Checklist <br />Form, RZ-91-6, is a quality piece of work, but he felt it conveys a false message to the <br />Planning Commission and subsequently the City Council. The letter further expressed <br />concern about an increase in traffic should future development take place. <br /> <br />Commissioner Hovingh pointed out to Mr. Scott that the only action to be taken tonight is a <br />rezoning of the property. <br /> <br />Mr. Scott stated that he only wants the record to reflect in the early stages that people in the <br />immediate area are concerned about development on the property under discussion. Mr. <br />Scott also felt that he did not have enough time to read the staff report as it was not <br />completed until September 19. <br /> <br />Crystal Lane, 3256 Arbor Drive, stated she has concerns about any possible future <br />development. She said she lives across from the park in the area and takes care of her <br />grandchildren. She does not want to have to worry about increased traffic in the area should <br />development take place. <br /> <br />Commissioner McGuirk assured her as did Commissioner Hovingh that action tonight is only <br />a rezoning. Should development take place, there will be ample opportunity for public <br />testimony. <br /> <br />Martin Inderbitzen returned to the podium. He commented that if development takes place <br />the primary access would be Hearst Drive. He also noted that there will be plenty of time <br />for public testimony. <br /> <br />THE PUBLIC HEARING WAS CLOSED. <br /> <br />In response to Mr. Scott's comment, Chairman Mahern replied that even the Commission <br />does not receive the staff report until the Friday before a meeting. <br /> <br />A motion was made by Commissioner Horan, seconded by Commissioner Hovingh <br />recommending approval of the Negative Declaration prepared for Case RZ-91-6 inasmuch as <br />approval would not have any significant adverse effects on the environment, and also fmding <br />that the Fish and Game "de Minimis Impact" finding is appropriate for this case. <br /> <br />Minutes Planning Commission September 25, 1991 <br /> <br />Page 13 <br /> <br />- <br />
