<br />Chairman Mahern asked if there is any way the applicant can erect a two-story structure and <br />keep it within a 15 feet height. Mr. Iserson said it does not appear possible to provide <br />storage for an RV and living quarters in that amount of space. He further explained that the <br />second story of the accessory structure would be able to be seen from the street; this was <br />also objectionable. <br /> <br />Commissioner Michelotti observed that it appeared the rear elevation would be the most <br />imposing part of the structure for the neighbors. Mr. Iserson agreed that would be true. <br /> <br />Commissioner Horan asked staff why this structure is any different than the many garages <br />underneath bedrooms in Vintage Hills and Pleasanton Heights. Mr. Iserson replied than <br />when a garage is attached to a building and is physically integrated with a building it is <br />considered as part of the main structure. This is a case where the structure is detached and <br />there are different rules for detached accessory structures. He added that there is a carport <br />connection between the main part of the house and the proposed structure. <br /> <br />Discussion ensued as to the height of the proposed structures. <br /> <br />THE PUBLIC HEARING WAS OPENED. <br /> <br />~ <br /> <br />James Griffen, 1 Roman Eagle Court, represented the application. He stated that he needs <br />the unit because of the illness of his mother-in-law, who now lives in Miami, but can no <br />longer live alone; the RV structure is needed to shield the vehicle from the elements and also <br />from view. He noted that a plan was approved in 1986 for the structure; however, he was <br />unable to finance the construction at that time. He wants to build living quarters that would <br />be suitable for an elderly person and wheelchair accessible. He noted that he does not want <br />to obstruct the views of the neighbors and would like to comply with all their concerns. He <br />explained in great length the layout of the proposed structure, pointing out that the <br />topography is difficult to work with. He agreed there is room under his house for living <br />quarters but indicated water seepage would be a problem. <br /> <br />Mr. Griffen said he could build an attached "granny" unit but felt he would have to install a <br />flat roof which he considered unsuitable. <br /> <br />Chairman Mahern asked if the "granny" unit would all be at ground level. Mr. Griffen <br />agreed that it would be. The Commission questioned the applicant as to how access would <br />be made from the main house to the "granny" unit. <br /> <br />Chairman Mahern asked if grading would make the elevation more accessible. Mr. Griffen <br />advised that if grading is done, he would experience flooding in the house. <br /> <br />Mr. Griffen further clarified the location with pictures. <br /> <br />Minute.
