Chairman Mahern stated that as a retailer she personally did not have an objection to the sign
and understood Mr. Terrill's responsibility of notifying the public. However, she did feel
that with the landscaping as it is, the monument sign still would not be evident enough to
clarify the drive-in location.

Commissioner Wright advised that as a consumer, he did not feel they need the drive-
through sign. His wife and children have no problem whatsoever finding Taco Bell and
when they get there, they have no problem finding the drive-through, even without a
directional sign. He felt that if Taco Bell should get such a sign, then Kentucky Fried
Chicken and other restaurants would want a similar sign.

Commissioner Hovingh's concern was that the sign would be past the entrance point off
Johnson Drive, and by that time Taco Bell's signs would be visible. He could not see the
relevance of having a drive-through sign, and agreed with Commissioner Wright's
comments.

Mr. Terrill said tllat even though the Commission felt they might be setting a precedent, he
felt that was all right if the precedent is of good quality. He pointed out that P1easanton
Square Shopping Center and Home Depot are simply trying to attract all the business they
can get, and that appropriate tasteful signage is the only way they can do this.

Commissioner Horan said it is clear the monument sign would not be seen from the freeway,
and felt the Taco Bell is mainly for those who shop at the Center or in the area. He agreed
with Chairman Mahern's comments about retail signage, and felt this shopping center in
north P1easanton is somewhat unique.

Chairman Mahern pointed out in the retail world that a drive-through with appropriate
signage means at least 40% more business for an establishment.

Commissioner Michelotti stated she understood how the retail world might feel, but
expressed concern that if this is approved, everyone else in business would be wanting a
monument sign.

THE PUBLIC HEARING WAS CLOSED

A motion was made by Commissioner Hovingh, seconded by Commissioner Michelotti
recommending denial of Case PUD-89-16-1M.

ROLL CALL VOTE:
AYES: Commissioners Hovingh and Michelotti
NOES: Commissioners Horan, McGuirk, and Chairman Mahern
ABSENT: None
ABSTAIN: None

Minutes Planning co..ission
August 28, 1991

Page 20
