<br />Ken Crews also represented the application. He said they can agree with all the conditions <br />but asked that the Commission reconsider Condition 4.c. in regard to providing 3-5 color <br />schemes. Their desire is to use one major color scheme and felt it would provide more <br />unity on the site. <br /> <br />Commissioner Hovingh expressed concern that the use of one color throughout tIle complex <br />might be very boring. Some discussion ensued as to the use of one color. <br /> <br />Mr. Crews showed drawings and pointed out details they had changed from the Summerhill <br />project. He noted that they had "skewed" the buildings so as to eliminate a walled effect. <br />He also pointed out that six passive recreation areas have been included in the project with <br />two of those converted to tot lots. In addition, two car washes have been included. <br /> <br />Commissioner Michelotti asked for clarification on the single story elements. <br /> <br />In response to Chairman Mahern's question, Mr. Cruse said the distance between the units is <br />15 ft. at the closest point. The single story units are those nearest the street. <br /> <br />Commissioner McGuirk discussed noise mitigation measures along W. Las Positas <br />Boulevard. Mr. Crews responded that there will be a berm and landscaping between the <br />sidewalk and the fences along W. Las Positas Boulevard. In addition, the back yard fences <br />will be constructed of stucco which is more sound absorbent. <br /> <br />Commissioner Horan asked if any of the 150+ units have been considered for first time <br />buyers. <br /> <br />Jim McKeenan, 6612 Owens Drive, responded to Commissioner Horan's question. He said <br />their objective is to provide good housing in the range of $190,000 to $240,000. He said it <br />would be difficult, but not impossible to get those prices much lower, given the assessments, <br />etc. against this property. There are some programs they would be willing to participate in <br />to assist first time buyers. The assessment funds generated by this project could be used to <br />assist first time buyers in the form of equity. They have done this with other programs and <br />are agreeable to participating in this program. He further explained how they have <br />participated in such programs in the past. <br /> <br />In response to Commissioner McGuirk's question, Mr. McKeenan said tot lots are fenced. <br /> <br />Angelina Summers, 4750 Sutter Gate Avenue, referred to Condition 8 regarding a well or <br />wells on the site and asked for clarification. Mr. Higdon explained that condition is a <br />standard procedure on old farm wells or other wells in the area. Before grading or <br />development, those wells must be sealed with dirt and capped with concrete.
