<br />NEW BUSINESS - PUBLIC HEARINGS <br /> <br />UP-91-39. Lvnn's Positive Obedience <br />Application of Lynn Shupp for a conditional use permit to operate a dog obedience school at <br />an existing light industrial facility located at 1020 Serpentine Lane, Suite 103. Zoning for the <br />property is PUD (planned Unit Development) - I1C-O (Industrial/Commercial-Office) District. <br /> <br />Mr. Swift presented the staff report recommending approval of Case UP-91-39 subject to the <br />conditions of the staff report. <br /> <br />THE PUBLIC HEARING WAS OPENED <br /> <br />Lynn Shupp, 3891 Neal Way, Livermore, represented the application. She stated she has read the <br />staff report and concurs with all the conditions. She said at the present time she is giving private <br />lessons and has not operated in a separate place before. <br /> <br />Commissioner Horan asked if the school will be run similar to the City's dog obedience classes. <br />Ms. Shupp agreed that it would be run very much like those classes with about a dozen people with <br />dogs present. <br /> <br />Commissioner McGuirk questioned Ms. Shupp as to how the dogs will be controlled. Ms. Shupp <br />explained that at the first class the owners will not bring their dogs; at that time the owners will be <br />instructed as to what will not be allowed with the dogs (no barking; no aggressiveness, etc.). <br /> <br />Chairman Mahern asked if the applicant is satisfied there will be no odors or noise from the dogs. <br />Ms. Shupp assured her there would be no problem along those lines. <br /> <br />Catherine Loflin, 2382 College Avenue, Livermore, supported the application. She stated that Ms. <br />Shupp teaches her dog and is extremely pleased with the dog's obedience since that time. She <br />added that Ms. Shupp is definitely able to handle barking dogs. She urged approval of the <br />application and felt Pleasanton would be losing out if they did not approve it. <br /> <br />Joy Bloom, 5702 San Carlos Way, Pleasanton, supported the application. She stated she has just <br />started bringing her dog to obedience classes with Ms. Shupp and is very impressed. Ms. Bloom is <br />a Professor of Education in San Jose University and felt that Ms. Shupp definitely knows how to <br />teach. She felt Pleasanton would have some champion dogs because of that teaching. <br /> <br />Catherine Bennett, 6886 Corte Encinas, Pleasanton, supported the application. She has taken her <br />dog to Ms. Schupp for 3 1/2 years and is very pleased with her form of teaching. When she goes <br />to the park, she is aware of how people impose their dogs on other people, and feels that education <br />in obedience is very important.
