Sbe was also <br />pleased that PLA is willing to work with PRA if approval comes about. <br /> <br />Commissioner McGuirk said he moved here in 1984 and has not seen much change in the <br />downtown area. He felt the project was not a "silver bullet" for the downtown economy, but <br />did think it would help. He expressed his wholehearted support. <br /> <br />Commissioner Hovingh said even though he is impressed with the proposed project, he <br />would like to receive more input regarding some kind of parking lot consolidation for the <br />east side of Main Street. He would also like a staff report to address rolling stock issues. <br />He felt this project would not do everything the downtown needs, but could be a good start. <br /> <br />Commissioner Horan said he enthusiastically supports the proposed project. He encouraged <br />the PRA to "go for it" right now; to get together and write grants; get a public relations <br />committee together; get the private parking lot owners together and talk. He did not think <br />parking would be a problem at all; if it overflows the downtown, then there are avenues to <br />consider. <br /> <br />r- <br /> <br />Commissioner Wright agreed with the rest of the Commission in their support of the project. <br />He suggested that (1) the PRA procure some kind of information about the possibility of the <br />train going into Livermore; (2) work on trail compatibility; (3) get information on excursion <br />versus transportation regulations; and (4) provide an anticipated schedule for train stops so <br />that people can know how much time will be available to shop and browse downtown. He <br />fully supported the concept. <br /> <br />Chairman Mahern asked Mr. Swift what steps would the PRA now need to take. Mr. Swift <br />said the group would have to get Council approval; with that conceptual support they can go <br />to Alameda County for approval; at some point it would go to the Design Review Board and <br />again to the Planning Commission. He noted that many permits would need to be obtained. <br /> <br />Chairman Mahern agreed with her colleagues in support of the concept. She felt the train <br />would stimulate the downtown area and give it historical significance. However, she <br />cautioned the group that safety issues and regulations must be strictly addressed; that some <br />sort of schedule needs to be worked out so that people who ride the train will have some <br />time to spend in downtown Pleasanton; that some kind of funding mechanism be in place; <br />and that PUC and EIR reports must be addressed. <br /> <br />Commissioner Michelotti added that she would be in favor of having the "clickety clack" <br />type of rail to get the historical flavor. <br /> <br />A motion was made by Commissioner Horan, seconded by Commissioner McGuirk that as a <br />concept the Commission finds the applicant's proposal to have great merit; however, the <br />Commission cannot make a specific decision at this time, but enthusiastically support the <br />PRA in their efforts. <br /> <br />r- <br /> <br />Minutes Planning COmmission <br />July 10, 1991 <br /> <br />Page 8 <br /> <br />,. <br /> <br />. <br />
