He also noted that the dissidents signed up in January. <br /> <br />4. Commissioner McGuirk questioned Mr. Swift in regard to the recession and slump in <br />housing in connection with Growth Management approval. He wondered what the timeframe <br />is for a builder to develop. Mr. Swift explained that essentially a builder has two and one- <br />half years from the time approval is gained to have one of two things happen: be under <br />construction for every unit that growth management approval was received in the first year; <br />or have received approval for the final map for every unit in that first phase. Once approval <br />has been gained for tbe final map, construction does not have to begin essentially "forever" <br />because the map has been recorded; those lots are then of record and can be built at any <br />time. The key is basically when the final map is consummated. <br /> <br />5. Commissioner Horan commented that he is now working with a group regarding the <br />Centennial celebration and one that is working on a trail system. He asked Mr. Swift what <br />Zone 7' s status is as far as use of the Arroyos for trail use. Mr. Swift replied Zone 7 allows <br />use of the Arroyo as long as they are not liable for anything. <br /> <br />Commissioner Horan expressed concern about the Victorian project on Division Street and <br />the fact that caterpillars are going down into the Arroyo from the Del Valle side. He said <br />they are not doing any off-hauling, but are burying concrete found on the site. Mr. Swift <br />and Mr. Higdon said they would check into the matter. <br /> <br />~ <br /> <br />Commissioner Horan asked Mr. Swift if there is information available in regard to trail <br />systems for new people who come into the community. Mr. Swift replied there used to be <br />something available but did not know if it is updated; however, he agreed to check into the <br />matter. <br /> <br />OLD BUSINESS - PUBLIC HEARINGS <br /> <br />UP-91-20. .Tames Griffen <br />Application for a conditional use permit to allow the construction of a secondary unit <br />located at 1 Roman Eagle Court. Zoning for the property is PUD - (Planned Unit <br />Development) - LDRlOS (Low Density Residential/Open Space) District. <br /> <br />Application continued to 7/24/91. <br /> <br />V-91-13. .Tames Griffen <br />Application for a variance from the Municipal Code to permit an accessory structure <br />22' 3" in height where the maximum height permissible is 15', for property located at 1 <br />Roman Eagle Court.
