PJPll~lIllton One <br />Application to allow the construction of a 65' tall pole on which one 13' diameter <br />directional antenna would be mounted; installation of one 4' diameter, roof-mounted <br />microwave communication dish; and construction of a 10' tall masonry wall in the <br />parking area of an existing office site located at 4440 Willow Road (Lot 13B, Hacienda <br />Business Park). Zoning for the property is PUD (Planned Unit Development) -IIC - 0 <br />(Industrial, Commercial, and Office) District. <br /> <br />Mr. Pavan presented the staff report recommending approval of Case Z-91-74 subject to the <br />conditions of the staff report. <br /> <br />THE PUBLIC HEARING WAS OPENED. <br /> <br />Mark Sweeney, 4309 Hacienda Drive, represented the application as a partner with GTE. <br />He thanked staff for a very thorough report, and noted that John Thornton, Mary O'Toole, <br />and Peter Polson were also available to answer any questions. He acknowledged that the <br />Commission has a history of actually going to the various application sites, but for further <br />clarification put up an aerial photo. He noted that from the beginning of the process staff <br />has been concerned about the height of the pole and its visibility. They have been <br />consistently working with staff to alleviate the concerns and plan to landscape and screen the <br />pole as much as possible. However, Mr. Sweeney requested that Condition 7 be deleted so <br />as not to require the applicant to install extra landscaping on Lot 14A which is the vacant site <br />located westerly of the project site across Chabot Canal. He said they have intentions to <br />buy this property from Prudential Property Co. and develop it. <br /> <br />Mr. Sweeney said he is aware there are concerns from adjacent residents about the visual <br />impact of the pole on their property, as well as some concern regarding potential health <br />issues from the effects of radio and microwave transmissions. He described the base of the <br />pole to be 24 inches with only 37 ft. of the 65 feet pole actually in view.
