AGENDA

Stan Rathbone, 325 Ray Street, expressed his continuing concern about the lack of water.
He spoke of a news article stating that when Alaska had an earthquake measuring 8.5 on the
Richter scale, the water level in Florida raised 17 ft. He also stated that he had told City
Council about what is happening in the City of Lancaster in the Amador Valley. He said in
Lancaster there are fissures one foot wide, up to 300 feet long, and sinkholes up to 20 feet in
diameter. He said it seems fairly sure the lack of water is causing this situation. He said the
City of Lancaster is planning on spending $100,000 over a two year period and USGC at
Edwards Air Force Base is spending $7 million over the next five years to further research
this problem. He has asked City Council to make these reports a "must" in the
environmental impact reports and other City reports. He felt the floor of the Valley and
Valley Trails would be the first place to experience the same type of situation as the City of
Lancaster and was very concerned that this could happen.

REVISIONS AND OMISSIONS TO THE AGENDA

Mr. Swift requested that UP-91-1O, Pleasanton Garbage Service, Inc., be continued
indefinitely; and UP-91-20, and V-91-13, James Griffen; be continued to 6-26-91. The
Commission agreed to this request.

MATTERS INITIATED BY COMMISSION MEMBERS

I. Commissioner Hovingh commented that he had received a letter of complaint regarding a
home on Valley Trails that has been in a state of disrepair for quite some time due to the
construction of a basement in the home. He asked Mr. Swift if anything could be done to
escalate the process. Mr. Swift said the owner has received a building permit to do the
construction and until the site becomes hazardous, the City really cannot do anything to
hasten the construction. However, he indicated that the City could ultimately use the
Cleanup Ordinance if the situation continues indefinitely.

OLD BUSINESS - PUBLIC HEARINGS

RZ-91-1.
