Commissioner Horan further discussed the qualifications for receiving a license to put up
such a project with Mr. Polson. He then stated for the record that he is convinced there is
no danger from this project to human health.

THE PUBLIC HEARING WAS CLOSED.

COMMISSION'S COMMENTS:

Commissioner Horan stated that at first he felt some apprehension regarding the project, but
after checking with Livermore Lab professionals and reading the health report and listening
to the information presented, he is convinced there is no danger from this project. While he
is in favor of the project, he would like for the applicant to minimize the visual impact of the
project as much as possible.

Commissioner Wright said he agreed with Commissioner Horan's comments. Initially he
had concerns about the height of the tower, but that has been allayed. He felt the location is
a pretty good one, but would favor planting more trees around the project to further screen
the area.

.~

Chairman Mahern stated her initial concems revolved around the visual impact of the
project. She felt she had to leave the concerns of microwave transmissions to the experts,
but does not feel there is a danger to the residents. She will support the project, but does not
want to see more of them being put up.

Commissioner Michelotti agreed with Commissioner Horan's comments that there are enough
professional opinions to guide them in their decision. She appreciated the concern of the
residents and thanked them for their input. In addition, she stated she could agree to 24 in.
and 36 in. box trees.

Commissioner Hovingh said he had nothing else to add, but felt that if the increased
communication power saved even one life, it was a worthwhile addition to the community.
He supported the project.

A motion was made by Commissioner Hovingh, seconded by Commissioner Horan approving
Case Z-91-74 subject to the conditions listed in Exhibit B with the following modifications:

o That Condition 6 be modified to allow 24" and 36" box trees rather than 48";
and

o That Condition 7 be modified to allow the applicant to plant trees only on their
own property site.

~

Minute a Planning Co..iaaion
JUDe 12, 1991

Page 11

,.

-
