He said Kentucky Fried Chicken needs to be able to <br />compete with Burger King and McDonald's in their serving capacity. <br /> <br />Commissioner Hovingh discussed the length of serving time inside versus the drive-through. <br />Mr. Cavanagh reiterated that the drive-through is faster because they have more staff <br />assigned to that area in order to speed service. <br /> <br />Commissioner Horan suggested the applicant consider moving the exit away from Santa Rita <br />Road. Mr. Cavanagh said he would consider anything if it means getting a drive-through. <br /> <br />Chairman Mahem asked if there is a possibility of losing the location if a drive-through <br />cannot be gained. Mr. Cavanagh said there is that possibility. Chairman Mahem said she <br />sympathized with their need for a drive-through, but could not see how it can work unless <br />the Shell station is willing to work with them. <br /> <br />Stan Mathus, 2307 Thurston Court, Hayward, said the Shell station is not willing at this time <br />to part with any of their landscaping nor is willing to give them an easement. He further <br />explained Kentucky Fried Chicken has a policy of quick service in the drive-through of a car <br />every two minutes. <br /> <br />Commissioner McGuirk discussed the possibility of reversing the entrance to Kentucky Fried <br />Chicken with Mr. Swift. Mr. Swift indicated this would not work. <br /> <br />THE PUBLIC HEARING WAS CLOSED. <br /> <br />Commissioner Michelotti felt empathy for the applicant in their endeavor to secure a drive- <br />through, but felt this was just the wrong location. She felt the intersection was entirely too <br />dangerous and that the levels of service are not acceptable at this point. She could not <br />support the application. <br /> <br />Commissioner McGuirk agreed with those comments. He would like to see a drive-through, <br />but would have to deny it for safety reasons. <br /> <br />The rest of the Commission concurred with those comments. However, they also agreed <br />they would consider seeing another plan that would change the exit. The applicant was <br />encouraged to investigate this possibility and work with staff should they decide to do so. <br /> <br />A motion was made by Commissioner Michelotti, seconded by Commissioner Hovingh <br />denying Case UP-91-14. <br /> <br />Minutes PIanniDg Commission <br />May 22, 1991 <br /> <br />Page 10 <br /> <br />,. <br /> <br />- <br />
