Mr. Swift commented that the stream discussed by Mr. Tromadar used to run
through what is now Ventana Hills. It goes through storm drain pipes to the park
in Ventsna Hills and flows into the pond with s riparian corridor around it. This
matter was worked out with the Fish and Game Department at that time and
would have to be done again, if it is deemed necessary.

Steve Jenson, Happy Valley Road, said he is one of the silent majority that is not
against everything. He felt that N. Sycamore is kind of like a junk yard and felt
that it needs decent roads and other improvements. He said he understands that
the school district also needs money and selling their property is a way of
achieving that goal. He felt that a reasonable amount of development is in line for
the Sycamore area. He reminded the Commission about a referendum vote in
1983 regarding the development of Hacienda Business Park. He felt that plan set
the stage for development in Pleasanton. He felt they could sit here all night and
listen to the NIMBYS who do not wish to see changes made in their lives;
however, he thought the Commission should weigh all the information and
opinions and come up with a decision tonight. He reiterated that he felt some
development should be allowed.

Chairman Mahern asked Mr. Jenson if the road in front of his property would have
to be widened should development take place. He replied a road would probably
go within 72 ft. of his property, but he did not object to that.

Blaise Lofland, 1039 Nelson Court, said he has been a Pleasanton resident for 10
years. He agreed that this a very difficult area to plan. As a resident of Ventana
Hills, he is concerned with how development will affect the traffic situation in
Mission Park and the Junipero tract. He felt the four plans do not really show the
Junipero area. He figured that traffic would be routed from the Bonde and Lund
properties, with possibly traffic from N. Sycamore as well. He suggested that it
would be wise to close off Independence Drive similar to the plan in Alternative 1.
He also felt that if Mirador Drive goes through, this would create another
opportunity for people to get to 680-S, Raleys, etc. He felt it made sense to take
traffic to the north, putting it onto Bernal Avenue.

Gary Schwaergle, 189 W. Angela, asked that the Commission consider how
Pleasanton's ground water will hold up under an onslaught of a significant amount
of development. In addition, he urged they not adopt any alternative plan until the
S. Sycamore Plan is thoroughly researched and the whole picture looked at.

Mary Lee Jones, 306 Mission Drive, stated she is not in favor of any development.
However, if it cannot be stopped, she would not route traffic through Ventana Hills
and her neighborhood. She also recommended that the Commission not make a
decision until the Bonde and Lund property is developed so that the entire picture

~

MINUTES PLANNING COMMISSION APRIL 24. 1991 Page 9

.

-
