<br />Chairman Mahern asked Mr. Lavey if his next door neighbors have a plan to <br />develop. Mr. Lavey said they do not at the present time. <br /> <br />Commissioner Hovingh said it appears that the neighbors' concerns are that traffic <br />would eventually overload Sycamore Road. He asked what Mr. Lavey would do to <br />mitigate that. Mr. Lavey said he would suggest having a street open off of Amber <br />Street. <br /> <br />Amy Lofland, 1039 Nelson Ct., said she and her husband have worked on the <br />Specific Plan Committee. She said it has been difficult as some of the people on <br />Sycamore want to develop while others do not. She said with the probability of <br />the Bonde, Lund, and N. Sycamore areas developing, she is very concerned with a <br />great increase of traffic. She said she would urge the Commission to adopt <br />Alternative 1 of the four alternatives. <br /> <br />Joseph Mendez, 6208 Alisal, said he feels the EIR is incorrect in that he was not <br />given the opportunity to be a part of the process, as he considered his street to be <br />in the affected area. He said he would favor a north/south collector street going <br />through to Bernal Avenue with a street going through to Highway 84. He felt it <br />was appropriate for a north/south collector to go east to Highway 84 and that <br />people would use it extensively to get out of town. <br /> <br />~ Commissioner Michelotti asked staff to comment on Mr. Mendez' suggestion. <br />Mr. Lee and Mr. Swift agreed that the route suggested would require an exorbitant <br />amount of cut and fill and is not feasible. There is an existing dirt road but it is not <br />a viable route for a major thoroughfare, as <br />Mr. Mendez is suggesting. He concluded that staff has analyzed this route, but it <br />could not meet City standards. <br /> <br />Joe Tromadar, 1153 Lund Ranch Road, said he purchased his property some years <br />ago because it has a stream going through it. He said he was assured in writing at <br />the time of purChase by the Fish and Game Department that his area would remain <br />as an easement in permanent perpetuity. He expressed concern that an east/west <br />connector would run through his property and through his streambed. He wished <br />for the record to reflect that he is opposed to an east/west connector street and he <br />would do everything possible to protect the streambed. <br /> <br />Commissioner Michelotti discussed the location of the stream with <br />Mr. Tromadar. Mr. Tromadar felt that the stream would definitely be affected if a <br />road were put through.
