<br />~ <br /> <br />Stan Rathbone, 325 Ray Street, read from a newspaper article dated February 27, <br />1989, written by Margaret Tracy of Livermore. The article expressed the opinion <br />that the area ground water is like a savings account. It expressed concern that the <br />ground water is being depleted at a rapid pace, but with the drought it is not being <br />replenished. The author felt that it was time to put a moratorium on water usage <br />and housing development before the community is in real trouble. <br /> <br />Mr. Rathbone agreed with the article and strongly urged the Commission to <br />carefully consider any new development. He said he had heard at least 6,000 <br />more homes are approved for the area and wonders where the water will come <br />from if it does not rain soon or if the ground water goes dry. He felt it is not fair <br />to penalize the existing residents for the sake of more development. <br /> <br />REVISIONS AND OMISSIONS TO THE AGENDA <br /> <br />Mr. Swift requested that UP-90-27, Oil Changers, be withdrawn; and that PUD-90- <br />21, Thompson, be continued to May 8,1991. The Commission agreed to these <br />requests. <br /> <br />MATTERS INITIATED BY COMMISSION MEMBERS <br /> <br />1. Commissioner Horan called staff's attention to an area on the left or southwest <br />~ side of Mirador Drive and Kottinger Drive heading toward Valley View. He asked <br />that staff consider some kind of striping to not allow parking in that area. He said <br />Kottinger tends to become a speedway and felt this was a dangerous area. <br /> <br />2. Commissioner McGuirk called attention to an area on Muirwood Drive North <br />and Foothill Road heading toward Stoneridge Drive. He said a pickup truck is <br />consistently parked so that a person cannot make a right hand turn until he is past <br />the truck. Mr. Higdon agreed to check out this matter. <br /> <br />3. Commissioner Hovingh thanked Mr. Swift for seeing to the moving of a <br />recycling box on Muirwood Drive. In addition, he noted that a car with a hot dog <br />sign painted on it was still parking on Pimlico Drive; he thought the owner had <br />agreed not to park there. Mr. Swift replied that Council decided to stripe only a <br />portion of Pimlico Drive for non-parking purposes; therefore making it legal for the <br />car to be parked on that street. However, it appears that the car must be moved <br />farther down the street. He will be contacted. <br /> <br />4. Commissioner Hovingh noted that Valley View and Vintage Hills Elementary <br />schools have both asked for information signs. He asked whether they need to <br />have a variance for their signs.
