reach general agreement on core values and overarching goals prior to discussions of specific <br />goals, policies and programs or map alternatives. A Preliminary Draft Vision and Principles <br />statement was prepared by staff by gleaning ideas from several sources, including the 1996 <br />General Plan, various Specific Plans, the General Plan Issues Report and ideas discussed at <br />Planning Commission and City Council meetings on the General Plan Update. This Preliminary <br />Draft was then reviewed by the Planning Commission at two meetings (April 7 and April 27, <br />2005), at which time an alternative vision statement was crafted. On May 3, the City Council <br />directed staff to gather public input on both vision statements through the General Plan web site <br />and message forum, via a full-page advertisement in the Pleasanton Weekly, and at a Town Hall <br />Meeting that was held on May 31st. <br /> <br />At the Town Hall Meeting, a group of nine participants discussed both vision statements and <br />reached consensus on several amendments to Version 1 (Attachment 1). In summary these <br />changes added additional details from Version 2, and included a separate list of Principles. A <br />listing of the group's comments is included in Attachment 3, and the group's consensus Vision <br />and Principles Statement is included as Attachment 4. <br /> <br /> Staff also received several e-mails on the subject of the General Plan vision. These are included <br /> in Attachment 5. <br /> <br /> DISCUSSION <br /> <br /> Staff drafted the consensus vision and principles contained in Attachment 4 from the ideas that <br /> were agreed to by the discussion group at the Town Hall Meeting and also from interpreting <br /> other comments at this session. Version 3 keeps the "pledge" theme of Version 1 while <br /> incorporating some additional ideas from Version 2, adding in Principles, and adding emphasis <br /> regarding the importance of a healthy business climate to the community.
