Emphasis should be on providing "ACCESS" to the <br />"wide variety of community facilities. <br /> <br />Sentence Two: "Pleasanton is a great place to live, work, and to raise <br />a family." <br /> <br />Comment: For the people who work and cannot be present to bring their <br />children to City of Pleasanton facilities, like the Aquatic Center's <br />limited l:30-5pm accessible service "window" for resident pool-usage, <br />Pleasanton is not a great place to live, but a hot place to be. For <br />the families Iparents) who pay excessively for the peace and <br />tranquility of the Tri-Valley area for their children, the $11-13 per <br />hour per child fee for City Park and Recreation Activities (for a <br />family of two, $22+ per hour), living in Pleasanton can be like living <br />as a serf in a Medieval compound, seeking to provide enrichment for <br />one's children, but being informally "taxed" by pay-as-you go <br />City-sponsored fee structure for services which are increasingly only <br />serving the children of the top 20% of income earning population. <br /> <br />Sentence Three: "As our city approaches build-out in the next few <br />years, we will strive to maintain these desireable qualities by <br />continuing to develop a safe, convenient and uncongested circulation <br />system; by providing a comprehensive system of bike and bededstrian <br />trails, by providing additional recreational and cultural facilities <br />for health and well-being of our residents; and by preserving our <br />natural resources, our air quality, and our con%munity's environmental <br />sensitivity." <br /> <br />Comment: Ignore the approaching build-out, emphasis the present <br />service delivery details. Define "safe". Define "convenient". An <br />"uncongested circulation system" in a congested SF Bay Area which has <br />extended to the Central Valley (Tracy, Modesto, Patterson, Manteca, <br />Mountain House, etc.) is unrealistic. Pleasanton does not exist in a <br />vacuum. Focus on what can be actually affected and managed. <br />Emphasizing "a comprehensive system of bike and pedestrian trails" is <br />great. Leave this in. Emphasize "ACCESSIBLE AND FREE (or nearly <br />free) additional recreational and cultural facilities. Define the <br />specific resources which need conservation. We cannot control air <br />quality, but we can lead in awareness of conservation needs and <br />promoting sustainable energy, approving new building designs, etc. <br /> <br /> Sentence Four: "We will seek to minimize health and safety hazards." <br /> To be added, "...by doing the following..." <br /> <br /> Sentence Five: "Acknowledging our relationship to the Tri-Valley <br /> region, we will work together with local governments to solve common <br /> problems." <br /> To be added, in place of "we", the words, "Our elected leadership and <br /> staff." <br /> <br /> Sentence Six: "We will continue to emphasize community participation <br /> and model the principles of "Community of Character" of respect, <br /> responsibility, compassion, self-discipline, honesty, integrity." <br /> <br /> Comment: What does "emphasize community participation" mean? Who are <br /> "we"? We are individual residents who live in the City, but ***the <br /> staff*** and leadership are the persons who need to demonstrate their <br /> sensitivity to individuals, especially the children whose lives are <br /> formed in the confines of the community. The term "community of <br /> character" is a feel-good term with no meaning, because a "community of <br /> character" is a fiction when individual leaders do not demonstrate a <br /> commitment to compassion for its residents. Also, we need a <br /> City-sponsored information service which not only emphasizes community <br /> participation, but FACILITATES the participation by helping persons <br /> communicate with City staff and leadership, by helping neighborhoods <br /> 2 <br /> <br /> <br />
