Honorable Mayor and Members of the City Council:

BACKGROUND

On May 10, 2005, a formal bid opening was held for the Park Pathway Replacement Project. A
total of three (3) bids were received, ranging from a high of $399,000 to a low of $287,576. The
engineer's estimate was $272,000. The low bid of $287,576 was submitted by the firm of Suarez
and Munoz Construction, and all bid documents were found to be in order. This contractor has
not previously worked for the City, but has provided excellent references that indicate reliability
and responsibility on similar municipal projects.

PROJECT DESCRIPTION

The proposed project would replace the original asphalt pedestrian paths in Orloff, Harvest,
Woodthrush and Walnut Grove parks with concrete similar to other City parks. Over the years,
the asphalt paths in these older neighborhood parks have deteriorated and are the source of
numerous maintenance call-outs and citizen complaints. Work of this type has occurred in a
number of other City parks over the years, and has been overwhelmingly appreciated by park
neighbors and the Parks Maintenance Division.

BUDGET

The Parks Capital Improvement Program (CIP) contains $290,674 for construction of this
project. This amount may be sufficient to fund construction of the entire project; however, staff
is recommending the transfer of $40,038 from CIP No. 017043 (the now completed Foothill
Road Landscape Renovation Project) to provide a 15% construction contingency. CIP No.
017043 has a current fund balance of $73,000, and any remaining funds at the conclusion of the
project would be returned to the Parks CIP.

FISCAL IMPACT

Staff anticipates that this project will have no impact on Park Maintenance Division costs, and
will actually reduce maintenance costs for the Streets Division due to the more durable concrete
surface.

R~_~lly Submitted, ~
J Susan Rossi ~ Nelson Fialho
D~'re(tor of Parks and Director of Finance City Manager
Community Services

Attachments: Proposed Contract

SR 05:152
Page 2
